Alaska Native Tribal Health Consortium has a hiring preference for qualified Alaska Native and American Indian applicants pursuant to P.L. 93-638 Indian Self Determination Act.

Summary:

Under intermittent supervision, organizes and directs the work of nursing units and programs. Coordinates staff to provide effective nursing services and maintain quality standards. Utilizes a multidisciplinary team approach to develop and maintain an environment that supports the professional nurse and staff.

Responsibilities:

Financial Management:

· Assists with the development of the operational budget and monitors expenses and productivity.

· Demonstrates knowledge and accountability for fiscal aspects of department operations and advocates for resources to support department and division goals. Responsible for operating within approved budget.

· Operationalizes the Shared Governance model of Nursing Practice and integrates point of care staff into decision- making.

Human Resource Management:

· Provides adequate staffing for the department to ensure safe and effective provision of care delivery. Recognizes the diverse skill levels of individual staff members and the unique needs of the patient population when developing staffing plan and ensures level of staffing for the level of acuity is appropriate 24 hours/day.

· Develops and implements effective educational programs designed to assist the staff in the progression from novice to expert in the care of the patient and family.

· Evaluates staff competency by direct observation, peer review, orientation and employee input and documents this in the appropriate system. Completes performance evaluations in a timely manner.

· Contributes to nursing management education and professional development of staff, students, and colleagues in an environment of mutual respect and understanding.

· Responsible for interviewing and hiring.

· Participates in corrective disciplinary action decisions. Assists with retention and recruitment of staff.

· Monitors and evaluates appropriate utilization of staff in collaboration with hospital wide stakeholders.

Performance Improvement and Quality Outcomes:

· Systematically evaluates the quality and effectiveness of nursing practice and nursing services, analyzing appropriate internal and external data and information to identify opportunities for improving services and patient outcomes.

· Ensures quality of care to patients and families.

· Ensures patient, physician, and employee satisfaction.

· Promotes satisfaction of internal and external customers.

· Develops, maintains, and evaluates patient/client and staffing data collection systems and processes to support the practice of nursing and the delivery of patient care.

· Evaluates factors related to safety, outcomes, effectiveness, cost, and social impact when developing and implementing practice innovations.

· Participates in the quality improvement activities of the department and the Medical Center. Collects and analyzes data of performance improvement and quality assurance data related to medication management.

· Promotes and monitors regulatory agency standards and customer service expectations for the practice of all aspects of nursing.

Foundational Thinking Skills:

· Bases decisions and actions on ethical principles and fosters a non-discriminatory climate in which care is delivered in a manner sensitive to socio-cultural diversity.

· Uses advanced problem-solving skills and demonstrates clear judgments in dynamic clinical situations revolving around safe medication practices.

Strategic Management and Leadership:

· Collaborates with nursing staff at all levels, interdisciplinary teams, executive officers, and other stakeholders in the development, implementation, and evaluation of programs and services.

· Utilizes the ANA Scope and Standards of Practice and the Code of Ethics for Nurses with Interpretive Statements as the foundation for nursing practice.

· Interacts with and contributes to the professional development of peers and others practicing in a Shared Governance model of nursing practice.

· Promotes research, and integrating evidence-based knowledge into the identification of best practice in the delivery of nursing care to the appropriate population.

· Implements national nursing standards.

· Evaluates her/his own performance based on professional practice standards, relevant studies and regulations, and organizational criteria identifying areas of strength, as well as areas for professional/practice development.

· Demonstrates and models professionalism, critical thinking/judgement and partnership in all interactions

· Develops and monitors programs.

· Delegates responsibilities appropriate to licensure, education, and experience of staff.

· Provides leadership, direction, and guidance to assigned staff. Develops goals and priorities in conjunction with employees, and assigns tasks and projects. Develops staff skills and training plans. Counsels, trains, and coaches subordinate staff. Implements corrective actions and conducts performance evaluations. Effectively addresses personnel issues in order to promote a productive and healthy work environment.

· Utilizes evidence-based practice to develop and implement standards of practice that guide practice improvement initiatives.

MINIMUM EDUCATION QUALIFICATION

Bachelor’s degree in Nursing.

MINIMUM EXPERIENCE QUALIFICATION

Three (3) years increasing responsibility in clinical nursing, one (1) of which must be in a supervisory position.

MINIMUM CERTIFICATION QUALIFICATIONS

· Current registered nurse license in the State of Alaska.

· Current Basic Life Support (BLS) card required.

PREFERRED EDUCATION QUALIFICATION

A Master’s degree in Nursing, Healthcare Administration, or other healthcare or business related field.

PREFERRED EXPERIENCE QUALIFICATION

Three (3) years in a clinical leadership position in applicable specialty.

ADDITIONAL REQUIREMENTS

S ome incumbents in this job class may be required to obtain additional certifications or training in one or more specialty areas.
