II. JOB SUMMARY
Under the direction of the Chief Project Manager, this position must be competent in all conventional aspects of the production of precast/pre-stressed concrete members. This position utilizes a system of project management and production technology that ensures maximum technical product control, schedule compliance and prudent contract administration. This position manages projects of moderate complexity or several smaller projects concurrently. The position performs many assignments with instructions as to the general results expected. Receives technical guidance on unusual or complex problems. At project level, may supervise a Drafter or staff of Drafters.
III. SCOPE AND IMPACT OF THE POSITION
The existence of CTC relies heavily on this position for managing projects of moderate complexity. Oversees programs to ensure that activities are carried out in accordance with established specifications, schedules and budgets. Coordinates interdepartmental functions in order to minimize delays.
IV. JOB DUTIES AND RESPONSIBILITIES
Administers the Contract or Material Supply Agreement. Negotiates Change Orders as they arise through the duration of the project. Solicits bids, negotiates terms and administers contract for outside services of subcontractors on large projects.
Keeps records of meetings, phone conversations, and job site visits. Confirms important decisions and discussions by means of written communication with the Customer. Maintains the job file in an orderly, pre-determined fashion.
Determines project engineering requirements and coordinates with Director of Engineering.
Directs the translation of Contract Drawings and Specifications into Production and/or Shop drawings suitable to clearly define CTC’s scope of work. Assumes responsibility for the content and correctness of these drawings, and systematically processes revisions to avoid errors or omissions.
Critically evaluates product design for unnecessarily expensive details. Establishes liaison and coordinates conflicts with the Customer. Proposes alternate details as applicable.
Requisitions materials and issues work orders for subassemblies, with sufficient lead time to permit orderly procurement and fabrication.
Designs or assists in the design of special form work or tooling. Issues work orders with sufficient lead time to permit orderly fabrication or modification.
Develops and issues job-specific production schedules in a manner that optimizes production efficiency and satisfies the requirements of the overall project schedule. Coordinates the production start date with the Director of Operations and Chief Project Manager.
Develops stressing plan and issues jacking sheets and let-down procedures for all standard stressing configurations. Coordinates analysis and design of unusual stressing configurations with the Plant Engineer, Chief Project Manager or Director of Engineering.
Develops plant handling, storage, shipping, and erection procedures, and communicates them to the plant and the Customer.
Chairs the Pre-Production Meeting. Discusses all pertinent set-up, pouring, curing, finishing, handling, storage, shipping, quality control and safety requirements.
Establishes quality requirements and evaluates products for conformance to those requirements. Communicates requirements to Operations and Quality Control.
Tracks and troubleshoots production efforts and production costs. Process engineering and methods analysis to reduce labor and/or materials costs.
Visits the job site as required and troubleshoots any problems that may arise.
Works with Accounting to collect final payment. Negotiates extras and back-charges with the Customer.
Closes out the project. Analyzes the final Cost Sheets for correctness and coordinates correcting any suspected errors with Accounting. Completes the Closeout Report which is used by Marketing to help interpret Cost Sheets for future pricing.
May be asked to assist Marketing in bidding large projects or in sales presentations.
Other duties as assigned by the Chief Project Manager.
