Con Edison Company of New York is Hiring a Chief Construction Inspector Near New York, NY

Mission Statement

  • Consolidated Edison Company of New York, Inc. Core Responsibilities

  • Support the Clean Energy Future and New York State's renewable integration goals as both Con Edison and third-party developers implement major electric transmission infrastructure upgrades to bring renewable energy generation such as Offshore Wind, Solar, Large Scale Batteries, and Hydroelectric Power into the State and Con Edison's service territory.
  • Plan, manage, execute, direct, and/or supervise the activities of renewable energy developers and contractors; that are performing various construction projects within company facilities, substations, or within franchised areas such as public roadways, highway, waterways, or bridges
  • Develop and implement a comprehensive Quality Assurance & Quality Control (QA/QC) program for the installation of electric transmission assets and associated systems that will be constructed by others and turned over for Con Edison ownership; includes Inspections and Testing to verify quality and integrity of installed systems, Documentation and Reporting to maintain accurate records and immediately address non-conformance issues, Compliance Monitoring to ensure adherence to all applicable codes, standards and specifications, and Problem Resolution responsibility to work closely with appropriate stakeholders to process root cause analysis and implement corrective actions efficiently.
  • Supervise Contractor Oversight Resources and ensure that a field oversight control process is established to meet the safety and security requirements for developers or contractors working within Con Edison facilities. This includes having a site management plan for traffic flow to safeguard personnel and maximize efficiency for employees, visitors, developers, and contractors.
  • Develop and oversee project technical and schedule goals, maintain project-related documentation (including, but not limited to, daily logs and documentation for required work, photos, legal access agreements, etc.) in applicable project control systems, and provide project progress and financial reports to the appropriate project sponsors.
  • Maintain the integrity of company assets throughout developer sponsored projects and coordinate with Con Edison operational groups for relocations as required.
  • Perform drawing review coordination for developer assets within Con Edison service territory through various Con Edison working groups.
  • Conduct routine field inspections and ensure inspectors, developers, and contractors are working according to security requirements, safety parameters (including meeting required electrical clearances and EH&S guidelines (eHASP, local, state, and federal guidelines), relevant procedures/specifications/standards, and regulatory requirements.
  • When applicable, conduct Job Briefings and/or relevant On-the-Job Training with inspectors or field personnel.
  • Develop an understanding of the NYISO Interconnection Agreement Process and how it relates to coordination needed with developers.
  • Analyze, monitor, track, and accrue all project related costs relative to developer Master Service Agreements and Interconnection Agreements.
  • Establish and maintain professional, effective, timely, and consistent communication with all project stakeholders. This includes developer and property owner coordination with shared access through Con Edison parcels, etc.
  • Conduct weekly meetings with developers and their associated sub-contractors to review security access, general coordination, and oversight required for activities on Con Edison property.
  • Generate purchase orders for services under the company's Blanket Purchase Agreements to support work as required.
  • Establish and maintain a -Zero Harm- working environment for individuals and the environment.
  • Ensure all project schedules and budgets are maintained through company coordination relative to engineering, real estate, law, estimating, electric/gas/steam operations, etc.
  • Maintain a driver's license and the qualifications and/or certifications obtained through the position. These include but are not limited to OSHA, CPR, and other required trainings to be in compliance.
  • Perform other tasks and assignments as needed.

Required Education/Experience

  • Bachelor's Degree Engineering, Business, Construction/Project Management or equivalent and 3 years of relevant work experience. or
  • Associate's Degree Engineering, Business, Construction/Project Management or equivalent and 5 years of relevant work experience. or
  • High School Diploma/GED and 8 years of relevant work experience.

Preferred Education/Experience

  • Bachelor's Degree in Engineering or Architecture preferred

Relevant Work Experience

  • Experience working in a team, tracking tasks and reporting progress. Required
  • Ability to read and interpret construction drawings, specifications and engineering documents. Required
  • Knowledge of safety and environmental procedures related to working in generating stations, substations, commercial facilities, public streets, tunnels, bridges, etc. Required
  • Ability to lead through effective Project Management relative to scheduling, project planning, cost controls, and coordination. Required
  • Familiarity with project schedules, utilizing Microsoft Project, Primavera P6, or equivalent software. Required
  • Ability to interface with external agencies, third party developers/contractors, and customers. Required
  • Strong interpersonal, communication, written, presentation and technical skills. Required
  • Proficiency with Microsoft Office products (Word, Excel, Powerpoint, Access Database). Required
  • Knowledge of industry standard construction, means, methods and safety. Required
  • Knowledge of subsurface infrastructure construction (water, sewer, electric, gas, etc.). Required
  • Ability to manage multiple projects, contractors/vendors, and personnel at the same time. Required
  • Knowledge of Quality Assurance/Quality Controls techniques relative to Construction Projects. Required
  • Familiarity with construction, Design Build and/or EPC contracts; Required
  • Experience with construction projects, including engineering/design development, and/or active construction in the field. Required
  • Knowledge of electric transmission assets, including high voltage cable (of varying types) and associated systems, and installation of such assets Preferred
  • Experience serving as owner's representative, overseeing contractor work, conducting inspections, and facilitating proper turnover of completed products. Preferred

Physical Demands

  • Able to work in all weather conditions, i.e. excessive heat and/or cold
  • Ability to climb ladders and stairs
  • Ability to work on elevated platforms, scaffolds, catwalks, roofs, and/or other equipment
  • Ability to work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)
  • Ability to work with, and in, the vicinity of high voltage and/or other high-energy systems
  • Stand, walk, lift, climb, bend, kneel, stoop, and/or reach for the duration of the workday
  • Use personal vehicle(s), and be able to transport, store, and secure company laptops and other job-related equipment in vehicle. Acknowledge that reimbursement for use of personal vehicle is available through the company mileage procedure

Other Physical Demands

  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • Must be able and willing to travel within Company service territory, as needed.
  • Perform night, overtime, and weekend supervisory duties as required.
