All staff in positions which regularly require driving either company or personal vehicles while performing work on behalf of Community Action are required to provide Human Resources proof of a valid driver's license for a motor vehicle record check both at hire and annually thereafter. Human Resources will conduct a motor-vehicle record. These records will be held as confidential records in Human Resources. All accidents will be reported to Human Resources within 48 hours.

Position Summary:

In support of the Agency's mission, the Utility Assistance Program Specialist provides administrative and program-management support to the Utility Assistance program in order to ensure equitable delivery of services to clients while adhering to funding standards and guidelines, and maintaining a high level of confidentiality. This position provides systems support to ensure that program staff have access to all information, materials and supplies needed for efficient service delivery, and acts as the program liaison for clients, internal partners, and some community partners. Duties include auditing files, database management, program management, and generating reports. This position requires excellent time management skills in order to complete multiple tasks, knowledge of project and program requirements and must demonstrate and model effective collaboration and communication skills.

EssentialFunctions and Responsibilities:

  • Ensures applications for utility assistance meet funding requirements and are in compliance with all program regulations.
  • Review all application files and approve for payment. Ensure timely and accurate processing of assistance payments from a variety of sources.
  • Identify error patterns and advise program leadership of process/system issues, or training and support to Intake staff as needed.
  • Works with the Utility Assistance Program Coordinator to manage special projects within the program targeted to specific populations including the mail out program, benefits enrollment center collaboration and internal application/referral process.
  • Tracks internal program data and supports all program management processes.
  • Provides clerical support to the Utility Assistance program including record keeping, minute taking and management of contract routing and other communication processes as needed.
  • Maintains the program Policy and Procedure Manual.
  • Updates and maintains program information on employee intranet and shared drive. Responsible for ensuring that orders, inventory and distribution of the office supplies are completed and maintained for the division/program. Maintain office equipment as needed.
  • Strictly adheres to all safety policies and procedures at all times and respond/correct any at-risk safety issues immediately.
  • Strictly adheres to agency code of ethics and standards of workplace behavior.
  • Perform other duties as assigned to meet business needs including regular and reliable attendance and adherence to all company workplace behavior standards.

RequiredEducation/Training/Experience:

  • High school diploma or equivalent and 2 years of related experience. An equivalent combination of education and experience may be considered.
  • Proven ability to work effectively with low-income, disabled, senior, and diverse populations.
  • Excellent attention to detail.
  • Ability to work both collaboratively as part of a team and independently with little supervision.
  • Experience coordinating with other professionals and social service agencies.
  • Excellent communication skills.
  • Strong organizational skills and ability to manage multiple tasks of competing priority with accuracy.
  • Advanced of proficiency in technology tools such as Microsoft Office applications, databases, spreadsheets (including formulas and tables), charting, etc.

Preferred:

  • Bilingual in English and Spanish, both verbal and written.

  • Work is performed in an office, conference rooms, and other public settings and agencies.

  • Work is light in nature, lifting and carrying up to 30 lbs. Requires both sitting at a desk for up to 8 hours a day.
