Job Duties

The Department of Environmental Quality is seeking a highly qualified candidate to administer, plan, and organize the programs within the Office of Stormwater Management by providing policy and technical support in order to ensure statewide program consistency. This position manages resources, provides technical expertise, guidance and program management to multiple program areas related to Erosion and Sediment Control, Stormwater Management, and Construction Stormwater Permitting. In addition, the position establishes and maintain regulations, policies, and procedures, as well as evaluates program activities to ensure regulatory compliance with the State Water Control Law and other State and Federal laws and regulations relating to water permitting programs.

Minimum Qualifications

• Comprehensive knowledge of water environmental statutes, regulations and policies related to stormwater management, erosion and sediment control, and stormwater permitting.
• Knowledge of regulation development, policy analysis, and government operations.
• Knowledge of program planning and evaluation, personnel management, and resource management.
• Knowledge of engineering principles and other technical areas related to stormwater management and permitting.
• Knowledge of compliance and enforcement practices.
• Ability to work effectively with little direct supervision and to work well with diverse groups of people.
• Strong ability to analyze and solve complex problems.
• Ability to communicate effectively.
• Ability to lead and develop others.

Additional Considerations

• Demonstrated knowledge of DEQ Leadership and Management Competencies: demonstrates self-awareness, develops others, thinks strategically, and cultivates work relationships; and understands the business, achieves results, communicates proficiently, and applies technical skills.
• Combination of education or training/experience with major coursework in environmental engineering or environmental science.
• Certification, training, or practical experience as a Dual Combined Administrator is preferred.
