Description

The Office of Property Valuation has an opening for a Network Analyst II in the Division of Information Management, Business Operations Branch. We are seeking a highly motivated individual who has the ability to communicate clearly and concisely to elected officials, staff, and other managers. As a Network Analyst II for the Commonwealth of Kentucky, you will provide direct technical assistance to PVAs and local officials to resolve tax matters.
Responsibilities include, but are not limited to:
  • Provide technical assistance and support via Go-To Assist, telephone, and onsite visits for computer, hardware, software and other technical support issues.
  • Makes recommendations on GIS software & hardware to PVA offices. Set up computers, file servers, servers with PVA GIS data, tax roll database, tax roll software, office products provided by COT, Z-Scope, or Mochasoft for AVIS, antivirus, malware and other PVA related software by GIS enterprise license agreement.
  • Complete backups on hard drive or cloud-based service for PVA. Ensure that all COT procedures are followed.
  • Assist in providing IT training and workshops and PVA conference.
  • Assist PVA in parcel sales, create contracts and invoices
The successful candidate must possess clear communication skills to work with taxpayers in person or over the telephone and in writing, sometimes in confrontational situations.
Additional / Supplemental information:
  • Must successfully complete a background investigation including an FBI criminal history record check (fingerprint check).
  • Must comply with all tax laws
  • Mostly at a desk using a computer and telephone
  • Some travel for training and education.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree, OR, graduate of a college or university with an associates degree in electrical engineering.
EXPERIENCE, TRAINING, OR SKILLS: One year of network analysis experience OR two years of experience in computer programming, network technician services, systems analysis, systems support, or production support.
Substitute EDUCATION for EXPERIENCE: Related technical or vocational training will substitute for the bachelor's degree requirement on a year for year basis. A master's degree in computer science or electrical engineering will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION: Experience in computer programming, systems analysis, systems support, network services, or production support will substitute for the bachelor's degree requirement on a year for year basis. Current or prior military experience will substitute for the required college (bachelor's) on a year-for-year basis. Prior military experience will only substitute if the individual received an honorable discharge, discharge under honorable conditions, or a general discharge.

Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
