Starting Pay Range - $81,452.80 to $87,838.40 / year (Salaried / Exempt)
Position Description :
This position is in office - located in Vancouver, WA. While the position is in training / working on urgent projects they will be expected to work primarily in office, while having some flexibility to work remote.
Reports directly to the Chief Financial Officer and responsible to develop, plan, organize and implement current and future strategies for customer and insurance billing, payment processing, minimize recoupments/denials, improve cash flow and manage overall health of the company's revenue cycle. Also responsible for managing the day-to-day activities of the agency as they relate to revenue cycle functions which include but are not limited to billing, collections, coding, contracting.
Essential Job Responsibilities :
  • Develop written departmental policies, guidelines, and implementing procedures which ensure consistent departmental execution. Update as required to incorporate changes required to software, regulations, policies and best practices.
  • Develop contract review and update procedures and lead contract negotiations for insurance payers, including commercial insurers, Medicaid/Medicare, and MCO plans.
  • Assist Chief Financial Officer in preparing projections and reports as required, for development and management of forecast; produce and analyze monthly reports that assist in the monthly cash flow process.
  • Oversee hiring and training of staff and staff performance
  • Monitor timeliness and effectiveness of departmental activities, ensure that outstanding consumer accounts and accounts receivables are no more than the agreed upon limit and bad debt is within budgeted target.
  • Monitor effectiveness of collection efforts and ensure insurance billings are current within the established time frame specified in the departmental policy.
  • Enhance and standardize work flow processes throughout the revenue systems to assist in achieving efficiencies.
  • Working across the agency, design and develop appropriate processes to maximize revenue as it pertains to billing and services provided.
  • Streamline various functional activities thereby ensuring effectiveness in maximizing the utilization of both asset and people resources.
  • Implementation of all billing department team plans, programs, and projects strictly adhering to prescribed deadlines and schedules.
  • Ensure all communication and relevant information pertaining to the team are cascaded to the proper channels within the team in particular, and the agency in general.
  • Manage and oversee the handling of consumer billings and fee agreements.
  • Handle complex consumer complaints and issues by explaining agency policies and guidelines as well as those involving compliance issues with state and federal regulations.
Non-essential Job Functions :
  • Supports agency mission, goals, and objectives.
  • Attend staff and planning meetings as scheduled.
  • Maintain communication and cooperative working relationships both within the agency and community at large.
  • Other duties as assigned.
Education, Licensing and Experience :
  • Bachelor degree in Healthcare Administration, Finance, Business or other relation field OR equivalent experience required.
  • Strong background in financial management and knowledgeable in both federal and WA state laws and requirements relating to healthcare management and third-party billing and coordination of benefits.
  • Strong managerial acumen and an effective communicator at all levels in the organization, with strong oral, written and persuasive skills.
Competencies, Knowledge, Skills and Abilities:
  • Must be able to work independently;
  • Knowledge of MCO, Medicare/Medicaid and insurance billing procedures, laws, and best practices;
  • Significant knowledge of billing and coding best practices and the ability to communicate processes clearly to less knowledgeable staff
  • Knowledge and experience with contracting and negotiation of fee-for-service rates in the behavioral health or closely related field
  • Knowledge of state & federal laws, rules, and regulations as it pertains to billing and coding
  • Strong computer skills and familiarity especially with EHR and billing software programs, CPT coding
  • Ability to communicate effectively, both verbally and in writing, with a customer service related attitude, including working with employees, customers, providers, and insurance contacts
  • Analyze situations and recommend workable solutions. Ability to coordinate a variety of activities and prioritize work to meet deadlines.
