Position Summary
The Veterinary Teaching Hospital is hiring a Payroll/Human Resources Specialist to join a dynamic team of people who are improving the health of animals, people, and the planet!
The Payroll/Human Resources Specialist provides payroll and human resources guidance in the Veterinary Teaching Hospital (VTH) in the College of Veterinary Medicine and Biomedical Sciences (CVMBS) at Colorado State University (CSU). Responsibilities of this position include initiating, inputting, monitoring, quality assurance, and completing all payroll processes and documents for VTH employees. These activities are often of a confidential nature. This position works closely with the VTH HR team to ensure compliance with payroll and HR processes. This position provides assistance and consultation to the VTH community in the administration, processing and understanding of HR, payroll, benefits and privileges, and procedural requirements, plus applicable state and federal laws through training, education, interpretation, clarification, and communication and publication of laws, rules, regulations and policies and procedures. External to the VTH and College, this position liaises with University HR, specifically HRIS, Operation Resources, Background Checks, Classification and Compensation, Employment, Payroll and Benefits, as well as International Programs, Foreign Tax Office, Student Employment, Graduate School, Sponsored Programs and Provost Office, to solve problems and ensure proper processing of employment related situations.
This position reports to the Managing Director of Clinical Services for the Veterinary Health System.
The employee in this position is designated as essential personnel and may need to be available to support hospital personnel in times of campus closures.
The successful candidate must be legally authorized to work in the United States by the proposed start date; the department will not provide visa sponsorship for this position.
Required Job Qualifications
  • Bachelor’s degree from an accredited institution in Business, Accounting, Human Resources, or other related field;
  • Two (2) years of payroll processing experience.
    • Substitutions: An Associate’s degree from an accredited institutions plus three (3) additional years of payroll processing experience (five (5) years total) OR Bachelor’s degree from an accredited institution plus one additional year of payroll processing experience (three (3) years total) OR Master’s degree in Business, Accounting, Human Resources, or other related field will substitute for the degree and experience listed above.

Preferred Job Qualifications
  • Experience performing payroll duties in a hospital (either animal or human health) setting.
  • Understanding of basic accounting principles.
  • Knowledge of federal and state payroll regulations and requirements.
  • Experience with data entry, reviewing documents for accuracy, researching information utilizing resources, troubleshooting system and processing issues, and gathering and reporting data.
  • Math computation skills such as determining percentages over varying periods of time.
  • Knowledge and experience working with payroll functions.
  • Strong verbal and written communication skills.
  • Strong customer service experience which places an emphasis on treating all employees and guests as valued customers.
  • Advanced skills in Microsoft Office Suite (including Word, Outlook, Excel, etc.)
  • Strong attention to detail.
  • Ability to change focus quickly between tasks and systems to maintain a high level of efficiency in a fast-paces environment.

  • Prioritize and control quality of daily payroll processing tasks to ensure efficiency, accuracy, and timeliness of transactions.
  • Identify payroll problems and concerns that, if not fixed, will lead to bigger issues; add/change or modify procedures and policies to mitigate risk.
  • Enter work-related travel/work time in TCP for veterinary technicians traveling to VTH funded/approved continuing education conferences.
  • Oversee the creation and maintenance of Supplemental Pay requests and assist department and units to ensure the annualized limits are not exceeded.
  • Enter, track, and process signing bonus requests for new employees.
  • Reconciling TCP by payroll deadlines. Sending email reminders to supervisors about their deadline to reconcile their employees. (Bi-weekly hourly by 5pm the Monday after the two-week pay period ends; monthly salaried by 5pm the 5th of the following month) Reaching out to supervisors and employees to add leave to meet their FTE, approving outstanding leave, conflicting segments, etc.
  • Coordinate with central payroll and operations resource office to resolve issues in payroll processing.
  • Ensure salaries are being placed into the correct accounts by verifying the account numbers listed on pay request forms and inquiring if there appears to be a discrepancy.
  • Adding and tracking additional leave such as Inclement Weather, Well-being days, admin leave, extra holidays, and regular holidays.
  • Leave management: managing bereavement, jury duty, leave bank donation, volunteer in public schools (VIPS), volunteer service hours, State Classified holiday work premium, SC holiday work compensation time, call back in TCP, annual, sick, and comp time; ensuring time is used and entered properly.
  • Process comp time payout in TCP via Director’s Office leadership guidelines.
  • Be a resource for employees’ questions regarding TCP, Payroll and HR processes/topics.
  • Assure new employees are properly set up in the TimeClock Plus system.
  • Investigate and resolve errors with clocking and leave time.
  • Manage Leave Without Pay (LWOP), Family Medical Leave (FML), Parental, and Worker’s Compensation entries into TCP. Process LWOP actions in Oracle as well.
  • Work with supervisors to ensure compliance with HR and payroll processes and deadlines.
  • Prepare and review payroll by payroll deadlines; review and audit of entries.
  • Process Past Period Distribution Adjustment (PPDA) documents as needed for Clinical Sciences Locums, salaried employees helping in other areas, and any other employees who are eligible.
  • Coordinate oracle actions with payroll functions.
  • Coordinate, enter, track, and process taxable awards/cell phone allowances.
