Capital Projects Manager
ABOUT THIS POSITION
Summary: The Capital Projects Manager, reporting to the VP of Capital Planning, Sustainability, and Campus Operations, is responsible for leadership, management, oversight and day-to-day project management for numerous large and small construction projects on five separate Colorado Mesa University campuses (CMU, WCCC, CLETC, FIRS, & Montrose). This position directly supervises one full-time staff member as well as indirectly supervising one additional staff member and various student staff. This position is responsible for project management; assessment and planning for all facility needs; budget development and monitoring; staff selection and recruitment; training and evaluation; personnel management; coordination and evaluation of work performed by design firms, contractors, and other outside agencies. This position is the departmental subject matter expert on campus planning, design, construction, code requirements, and project management.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other related duties may be assigned.
  • Oversees project management and administrative staff
  • Set priorities, monitors operations, staffing, methods, and procedures, used in design, construction and project management to ensure a safe, clean, comfortable living and learning environment for students, faculty and staff
  • Monitors facility conditions, develops needs, plans, and schedules projects for various maintenance units; coordinates projects with Risk Management & oversees various capital projects to include the planning, design and construction from concept through the warranty period
  • Creates and manages budgets for all assigned projects, revises expenditure priorities as required, and suggests improvements to meet functional goals and objectives
  • Assists Vice President with short and long range planning and budgeting for small projects, capital renewal, controlled maintenance, and capital construction projects
  • Documents, monitors, and evaluates work of sub consultants and contractors and others performing work on CMU's five separate campus
  • Provides leadership, guidance, mentorship, and coaching to project management and administrative staff
  • Develops and maintains positive working relationships between maintenance, custodial services, access control, housing and residence life, and various other departments within CMU
  • Communicates effectively both verbally and in writing
  • Develops and maintains proactive customer service for assigned staff; develops and maintains training, safety and recognition programs
  • Works together with students, faculty, and staff to provide timely updates and information as it relates to all construction projects on campus
  • Develops specifications for work performed by contractors and vendors, while providing quality control of all products and services provided
  • Monitors and manages all assigned construction projects via the university's work order system, to include efficient completion of requests and generation of reports to keep customers informed throughout the process
  • Assures accurate completion and maintenance of administrative functions including leave management, hiring, training, and performance planning for the area of assignment
  • Available after hours for calls related to call outs and building emergencies
  • Serves on related University committees, represents Vice President of Campus Planning when needed, and attend conferences and seminars as requested
  • Related duties as assigned or required to meet department and university goals and objectives.
    Required Qualifications:
  • Bachelor's Degree, from an accredited four-year college or university, in engineering, architecture, project management or related field OR equivalent advanced learning attained through professional level experience
  • Minimum of 5 years of related work experience, including 2 years of managerial experience, or equivalent combination of education and work experience.
  • Demonstrated leadership and management skills
  • Excellent written and verbal communication skills
  • Strong analytical and critical thinking abilities.
  • Excellent persuasion, negotiation and judgment skills.
  • Ability to work independently and under pressure to manage multiple concurrent tasks and responsibilities
  • Working knowledge of life cycle costing
  • Has excellent technical knowledge and skills
  • Ability to earn a full delegation as CMU's State Buildings Representative within one year of high date
    Preferred Qualifications:
  • 6-8 years' experience managing construction projects in a higher education setting
  • Five years' experience with electrical, plumbing, and/or HVAC systems
  • Experience working in student housing
  • Experience in maintenance, construction, building compliance, safety, and code regulations
  • Evidence of progressive management responsibilities
  • Possess a working knowledge of University and State of Colorado policies and procedures
  • Full delegation as a State Buildings Representative at an institution of higher education in Colorado
