Mesa County Health Department is Hiring an Employee Relations Specialist - Human Resources Near San Diego, CA

Description

JOB SUMMARY:

Performs professional level duties and responsibilities in support of a variety of human resources program areas including the following: employee relations, training, HR compliance, conducts compensation analysis, ensures pay is internally equitable, promotes assigned human resource programs and performs a variety of duties. This position has either an Onboarding focus or a Leave Administration focus, but will work collaboratively to support and assist with all Employee Relations responsibilities within the Department.

Essential Duties

ESSENTIAL JOB FUNCTIONS:

Advises and assists County employees and assigned departments in a variety of areas including policy interpretation, employee relations, employee grievances, FMLA, ADA, HFWA, EPEWA, and FAMLI. Develop and implement standard data audit processes.

Assists in ensuring organizational compliance with all Federal and State employment laws, including Fair Employment Practices, Fair Labor Standards Act, Equal Employment Opportunity, and Wage and Hours laws.

Conducts new supervisor and ongoing supervisor training.

Create and maintain supervisor and employee training curriculum. Recommends and coordinates employee training activities.

Maintains awareness of changes in statutes, regulations and case law affecting the County's human resource policies. Monitor human resource policies and procedures for compliance with appropriate regulations.

Assists with personnel issues including conflict resolution, involuntary terminations and supervisor complaints. Counsels employees on matters related to personnel administration.

Investigates employee complaints and issues and ensures findings are documented and recommendations on corrective actions are made in accordance with applicable laws.

Responds to requests for information from employees, management, outside agencies and the public; responds to HR policy questions.

Communicates employee performance evaluation processes and ensures they are done in a timely manner.

Conducts and completes surveys on behalf of the County; evaluates surveys and information to determine usefulness and quality. Responds to Colorado County inquiries.

Assists HR Manager in the maintenance of the county compensation plan including market analysis for positions.

Assist HR manager with compensation updates.

Assists with recruitment tasks as needed.

Assists with maintaining employee information on the Human Resource Information System.

Provides backup to other team members as necessary.

Oral and written communications must be clear and effective.

Performs other duties as assigned.

Absence Focus

Manages the FMLA leave administration process from the employee's initial notice of the need for leave to the return to work through return to work.

Coordinate the ADAAA Interactive process between staff and management while ensuring compliance and creation of appropriate reasonable accommodations.

Manage and respond to requests for unemployment information.

Onboarding Focus

Coordinates and delivers New Employee Orientation.. To include developing and implementing onboarding processes and activities for employee orientation. Coordinates with departments and outside entities to attend orientation, schedules relevant departments to present and welcome new hires, provides updated training to all new hires based on current HR trends in alignment with the County's strategic plan. Collects and enters paperwork to process new employees in the HRIS system and relevant vendor systems. Processes forms and reports for Human Resource program area, evaluating accuracy, completion, and validity to include legal employment documents (I-9, W-4, etc.).

Minimum Requirements

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

Bachelor's degree; human resources, public administration, business, psychology or related field preferred and four (4) years of related HR experience.

Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.

Licenses and Certifications:

PHR or SPHR (desired)

Supplemental Information

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:

This position requires standing, stooping, sitting, bending, twisting, and lifting up to 30 pounds.

Work is generally confined to a standard office environment.
