Colorado Hospital Association is Hiring a Vice President, Legislative Affairs Near Denver, CO

The Vice President, Legislative Affairs is responsible for leading the day-to-day operations of the organization’s political and legislative advocacy efforts. This position serves as a member of CHA’s executive team and plays a critical role in the strategic direction of the Association.

Essential Job Duties and Responsibilities:

  • Lead and manage the development of CHA's policy positions through research and analysis of relevant health care issues and Colorado's political and business environments in collaboration with CEO and SVP/CSO
  • Lead the development of CHA's annual legislative agenda including gathering input from members and other stakeholders, drafting language and working with the communications department to finalize the agenda in collaboration with members of the executive leadership team
  • Work with the leadership of each department in CHA to gather the information needed to advance the work of the Association’s policy objectives
  • Lead planning and staffing for the CHA Strategic Policy, Advocacy & Government Relations Council (SPARC)
  • Serve as point person in the state capitol for Association and member contract lobbyists
  • Execute lobbying strategy, including vote-counting, meeting with legislators, stakeholder engagement, coordination of legislative testimony, development and distribution of talking points, position papers, fact sheets and FAQs
  • Develop and oversee organization political giving strategy for Political Action and Independent Expenditure Committees, including attending and hosting fundraisers for state legislative candidates and committees
  • Work collaboratively with CHA Communications team to communicate with policy makers, members, and stakeholders about key policy issues and to tell the hospital’s stories
  • Develop and maintain strong year-round relationships with Colorado policy makers, government officials and staff to educate them on issues of concern to CHA and keep them informed on CHA positions in order to advance the interests of Colorado's hospital community, working to develop allies and form coalitions around shared interests and issues
  • Communicate and work closely with key senior staff at CHA member hospitals to solicit input on, and keep them informed of, CHA's policy objectives and strategies for achieving CHA and member hospital advocacy priorities. Consensus and trust-building, along with inclusive work style, used to educate members and ensure they believe their priorities are being addressed
  • Coordinates and works closely with CHA regulatory/policy team to ensure member knowledge of the impact of regulatory changes, policy implementation and hospital challenges that require regulatory solutions
  • Other duties and projects as assigned

Supervisory Responsibilities:

  • Supervises the (senior) manager of public policy

Knowledge, Skills and Experience required (unless otherwise noted):

  • Bachelor’s degree in social sciences, economics, public policy or political science, health care, business administration or related field-- Master’s degree or Juris Doctorate preferred
  • Minimum of 10 years’ experience in health care or related area of public policy, preferably in Colorado or with Colorado stakeholders
  • Robust experience with public policy research, data analysis/interpretation, persuasive communications, legislative strategy and direct lobbying
  • Demonstrated creativity and out-of-the-box thinking on policy issues
  • Exceptional written and oral communication
  • Inclusive work style and strategic communications with members
  • Professional and diplomatic demeanor
  • Highly organized (project management experience a plus)
  • Knowledge of the unique issues facing hospitals and the broader spectrum of health care delivery and payment systems (preferred)

Hiring salary range: $140,000 – 190,000/year plus annual incentive bonus; eligible for CHA Benefit Plan offerings

The hiring salary range represents a targeted hiring range based on candidate’s experience, education, and/or skill level. The actual starting salary may be more or less depending on individual qualifications and does not represent the position’s full salary range.
