Job Summary:

The R&D Manager - Measurements is responsible for leading efforts involved in new product/process development and improvements with direct responsibility for assigned projects. This position initiates, evaluates plans, directs, executes, implements, and reports on activities related to innovation, project progress, improvements, or cost savings ideas. This position carries with it the responsibility to mentor team members and grow their capabilities for contributing to the organization while coordinating and managing the efforts of the R&D team.

The R&D Manager reports directly to the VP of their departments.

Responsibilities:

  • Leads R&D team in the technical aspects of product development through the investigation, planning, execution, evaluating and reporting on project progress / process development improvement and troubleshooting projects.
  • Independently initiates, investigates, and implements significant new formulations, process improvements, and cost savings projects.
  • Ensure completion of the department’s high priority projects and critical non-project work.
  • Acts as a technical consultant to all operating units of the company on formulation / processing issues related to assigned projects / products.
  • Completes technical assessments for evaluation of new projects/ process opportunities.
  • Evaluates applicability of those technologies within the organization.
  • Makes Safety and Quality a top priority throughout all work functions.
  • Conducts all business activities and interactions in agreement with CNPC USA core values.
  • Advocate of CNPC USA Coordination and Communication protocol and Project Management process
  • Collaborate with executive management to achieve project, technical, operational and company goals.
  • Stay current with Industry technology related to function/department
  • Support the technology roadmap and make project proposals.
  • Interface with customers to understand the competitive landscape and customer needs.
  • Develop, monitor, and execute annual departmental technical project, budget, resource, tactical plans deliverables/milestones with Technical Leads
  • Timely reporting of resources optimization, workload prioritization, and coordination of multi-project schedules managing risks and variances.
  • Interfaces with all cross-functional groups and Beijing colleagues to ensure project progress is achieved
  • Provide technical expertise and business insight to the Engineering and the Operations departments.
  • Develop and grow team knowledge, experience, skills and capabilities through evaluations, coaching, mentoring, recruiting and appropriate training.
  • Protects Intellectual Property, Trade Secrets, and confidential information of the company.
  • Recommend employee promotions, department structures, and complete performance reviews.
  • Performs other tasks and/or duties as assigned.

  • Hands-on knowledge and proficiency in Measurements prototyping design and testing process
  • Experienced in downhole electronics design rules for analog, digital, and mixed circuit design including PCB

Qualifications:

Master’s Degree in Electrical Engineering or related field, and ten plus years of R&D experience in the oil and gas industry in LWD/MWD developments, HTHP sensors, data processing/analytics firmware/software with previous managerial experience a plus. Legally authorized to work in the United States of America.

Work Environment:

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Demands:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential job functions.

While performing the duties of this job, the employee is regularly required to talk or hear. This is a sedentary role; however, some filing and the ability to lift 20lbs and bend is required.

Travel:

This position requires overnight international and domestic travel. Local travel between other CNPC USA locations is required.

Supervisory Responsibility:

This position is responsible for all employees within the R&D Managers department and assists the Senior Management in performance management and hiring of the employees within the department.
