Pay range: $73,600 - $91,949 Annually DOQ

FULL JOB SUMMARY:

Under the general supervision of the County Engineer, this position is responsible for implementation of capital improvement projects set by the Road & Bridge Department and/or the Board of County Commissioners; assists in the development and planning of capital improvement projects; prepares Requests for Qualifications/Proposals/Bids; ensures compliance with construction related Local, State and Federal permits, standards and regulations; oversees construction activity related to capital improvement projects; collaborates and confers with County staff, developers, architects, engineers, contractors and the general public; provides support to other County staff and departments as it relates to assigned duties. 

Employees in this position perform the full range of duties as assigned, receive occasional instruction or assistance as new and unusual situations arise, and are fully aware of the operating procedures and policies associated with the work performed.

PRINCIPAL JOB DUTIES:

  • Provide routine to complex technical assistance on capital improvement projects; conduct research to determine available data; prepare preliminary designs and plans; review with engineering staff.
  • Assist in the preparation of bid specifications and construction design specifications for capital improvement projects; prepare exhibits and reports as required. 
  • Assist in administering capital improvement projects; process approval of contractor payments; draft resolutions and ordinances.
  • Perform plan checking including reviewing and finalizing material quantities and quality assurance.
  • Prepare conditions of approval for development projects; review and comment on the progress of development projects.
  • Produce plot maps, charts and related graphics for presentations.
  • Perform of a variety of related office or field tasks to gather, analyze and record data; prepare a variety of memos, letters and other correspondence related to plan reviews.
  • Conduct field inspections and surveys, as necessary.
  • Prepare and update maps consistent with project improvements; utilize specialized geographic information systems software to generate, update and maintain mapping systems.
  • Conduct research to help in the planning projects such as: collect traffic data, research for right-of-way, etc.
  • Analyze proposed site factors and design maps, graphs, tracings, and diagrams to illustrate findings.
  • Research project files for County staff and the general public; provide information on improvements, status of land divisions, easements, fees and agreements.
  • Respond to inquiries from County staff, contractors, utility companies, consultants and the general public regarding County construction projects.
  • Provide responsible technical assistance to professional engineering and project management staff on special projects as assigned.
  • Perform related duties as assigned.

MINIMUM JOB REQUIREMENTS:

  • Bachelor’s Degree in Project Management, Construction, Engineering, or any equivalent of training, experience, and education which provides the required knowledge, skills, and abilities.
  • Experience in engineering, surveying; generation of CAD drawings; use of GPS/GIS devices and associated software.
  • Adhere to all County policies and procedures, all relevant Federal and State laws and regulations.
  • May require some Friday and Saturday work during the Construction Season (May through October)

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Able to operate survey level or transit and GPS receiver and associated software. Possess the knowledge of the fundamentals of surveying. 
  • Ability to use mathematics to solve problems and have the ability to choose the right mathematical methods or formulas to solve a problem.
  • Knowledge of laws, common hazards and safety standards pertinent to civil construction and maintenance operations.
  • Able to establish and maintain an effective working relationship with those contacted in the performance of required duties.
  • Skilled in collection, analysis, and presentation of technical data and planning recommendations.
  • Knowledge of County ordinances, road design standards and land use regulations.
  • Able to conduct research, read and interpret legal descriptions, appraisals, title work, surveys, maps, aerial photographs, engineering drawings and plans, and regulations.
  • Able to effectively express ideas orally and in writing to both professional and lay people; ability to exercise tact, courtesy and firmness in frequent contact with consultants, contractors, and the general public.
  • Knowledge of the geographic layout of the County.
  • Understand graphic information systems (GIS) and global positioning systems (GPS).
  • Working knowledge of the various ordinances, codes and regulations pertaining to civil construction, erosion control, and road and access law is desirable.
  • Knowledge and ability to use Microsoft Office programs – (e.g. Excel, Outlook, Word, PowerPoint, and Visual Basic).

NECESSARY SPECIAL REQUIREMENTS:

  • Must have valid Colorado Motor Vehicle Driver’s License
  • Must pass background check: Criminal and Traffic
    • Conviction of a crime will not be an absolute bar to employment
  • Required legal authorization to work - United States citizenship or legal authorization to work in the United States

PHYSICAL REQUIREMENTS AND WORK REQUIREMENT:

Work is primarily performed in a variety of environments including both office and outdoor. Work includes extensive periods of walking, strenuous hiking, standing, and driving passenger vehicles. When in the office, long periods of sitting. The ability to bend, climb, as well as lift, push and/or pulling up to 50 pounds. Employees in this position are exposed to a wide variety of climatic conditions such as cold, heat, rain, snow, wind and dust. Hearing voice conversation is essential to safe and effective job performance. Clear vision at 20 inches or less and up to 20 feet or more, use of corrective eye wear is acceptable.
