The Position

The Digital Solutions department is seeking a Network Administrator. This position performs a variety of analysis and support in the administration of Local Area Networks (LAN) and Wide Area Networks (WAN) including hardware, software, and security. Manages network switches, routers, firewalls, wireless and other systems. Plans, implements and maintains network systems and configuration, addresses network and application performance issues, and works to resolve problems. Supports voice technical solutions. Administers electronic communications systems and recommends process improvement and procedures consistent with industry best practices and Clean Water Services (CWS) policy. Uses CWS standard processes, procedures, and tools, while ensuring compliance through defined security standards and practices.
Essential Functions

(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. CWS may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)

  1. Serves as an internal resource regarding network systems and configurations. Acts as a primary point of contact for voice and network administration issues and monitors and analyzes network & systems equipment performance.
  2. Manages, maintains, and troubleshoots systems, services, and network devices (APs, RAPs, routers, firewalls, and switches). Proactively reviews system log identifying potential hardware or software issues and security violations. Performs operating system and hardware upgrades while following CWS change management processes.
  3. Identifies, escalates and corrects hardware and applications issues in a timely manner to ensure adequate incident handling and to mitigate the impact on CWS operations. Records, tracks, and documents the resolution process of incidents and problems, including decisions made and actions taken to facilitate a practice-based knowledge database.
  4. Performs needs analysis to identify solutions to address voice-based business requirements.
  5. Develops functional requirements for wiring and cabling needs to extend and update network and voice services. Coordinates with service providers when addressing identified needs.
  6. Collaborates with members of the Information Technology team to plan and design physical infrastructure within data centers that support the converged voice and data environments. Works collaboratively to plan processes related to existing or proposed network and voice systems and supporting infrastructure.
  7. Actively participates in multiple projects and rollouts of new technology and completes tasks as defined in a timely, efficient manner.
  8. Participates in team efforts to define, develop, review, and/or refine infrastructure management processes and procedures. Documents end user support, network security, and server maintenance procedures for the maintenance of stable network operations and secure network environments.
  9. Participates in the identification and testing of new solutions and services, following CWS testing guidelines, industry standards, and best practices. Works with staff to research cost, supply, and performance standards for equipment, software, and new vendors. Makes technical recommendations for service enhancements. Tests new hardware and software for integrity and usability.
  10. Participates in meetings and prepares presentations to inform and communicate to employees, staff, and users the benefits and use of network systems. Communicates and coordinates with technical personnel in other agencies.
  11. Maintains a positive, equitable, and inclusive workplace culture to improve the understanding and recognition of diversity, and foster multidisciplinary and integrated team approaches.
  12. Drives a Clean Water Services vehicle for work related purposes.
Qualifications

KNOWLEDGE OF:
  • Computer hardware and software (preferably Juniper and Cisco)
  • Network hardware, software, and related technologies including layer 2 and layer 3 switching and routing
  • Network security hardware, software, and related technologies
  • Voice processing technology as it is applied in an enterprise environment
  • IP network addressing
  • Hardware and software diagnostic and corrective methodologies
  • Data transfer utilities applications
  • Operational characteristics of data processing equipment and peripherals
  • Appropriate configuration issues relative to multi-protocol environment
  • Dedicated storage systems and backup/recovery systems
  • Issues escalation processes involving third party service providers under service agreements
SKILL IN:
  • Providing appropriate customer service under tight deadlines
  • Providing timely and accurate information to team members and business process teams
  • Communicating project status with business process teams
  • Collaborating effectively with other network support teams
  • Analyzing technical problems and provide logical and effective solutions
  • Configuring systems to be consistent with CWS policies and procedures
  • Managing service calls through resolution, including calls involving third party contract service providers
  • Ensuring deliverables are met and documented
  • Resolving priority conflicts
ABILITY TO:
  • Read, interpret, and apply technical information from resource manuals
  • Research computer trends and make recommendations for future system changes
  • Communicate effectively both orally and in writing, including communicating technical information to non-technical users
  • Perform high-level troubleshooting of voice network problems
  • Establish and maintain cooperative working relationships with individuals and groups who come from diverse backgrounds and represent members of the public, coworkers, and/or vendors
  • Coordinate and communicate effectively between different infrastructure teams, customers, vendors, regional, and local support to achieve superior results and overcome operational challenges
  • Adhere to CWS and team core values, processes, and procedures
EXPERIENCE AND TRAINING GUIDELINES:
Any combination of experience and training that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge, skills and abilities would be:

3 years experience as a network engineer, network administrator, or related work and

College level coursework in information technology, network administration, infrastructure, computer science or related field.

OR

2 years of experience as a network engineer, network administrator, or other related position
and

Bachelor's Degree in information technology, network administration, infrastructure, or related field.

CERTIFICATION AND LICENSURE REQUIREMENTS:
Upon selection, candidates must possess and maintain a valid State of Oregon driver's license.

Certification in one or more of the following is preferred:
  • Junos (Juniper) network certifications
  • CCNA (Cisco Certified Network Administrator)
  • VoIP related system engineering certifications for Cicso or other major manufacturers
  • Other certifications from major enterprise network solutions providers

Depending on hours worked and duration of the position, temporary employees may qualify for an offer of medical benefits, deferred compensation, and employee discounts.
