The Position

The Strategy Development & Enterprise Performance department is seeking a Project Manager. This opening may be filled as a Project Manager 2, Project Manager 3 or a Senior Project Manager. This position manages projects from inception to completion, with varying levels of oversight and support depending on level of responsibility and project complexity throughout Clean Water Services (CWS). Utilizes principles of project management, performance competencies and functional area technical expertise to meet needs of projects assigned, with internal and external teams.

The Project Manager levels are distinguished by project type, scope, complexity, budgeting responsibilities and leadership competencies.

The pay ranges for each position are:
Project Manager 2: $39.92 - $54.89 Hourly
Project Manager 3: $44.65 - $61.39 Hourly
Senior Project Manager: $103,790.20 - $142,711.50 Annually
Essential Functions

(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. CWS may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)
  1. Demonstrates and applies technical project management processes, tools, and techniques of project management; leadership, strategic and business management skills; willingness to continually learn to all projects and teams.
  2. Applies project management performance competencies, integration, scope, time, cost, quality, team, communications, risk, procurement, and stakeholder management to all phases of project management.
  3. Supports and guides individuals and cross-departmental teams with a focus on CWS's program, department, and strategic roadmaps.
  4. Researches and prepares written materials and presentations on project management, portfolio management, and related processes, tools, and techniques.
  5. Monitors, documents and communicates progress and maintains a record of changes or updates throughout the project, from initiation to completion.
  6. Collaborate with project teams to develop strategic approaches and implement strategic plans to further key strategic outcomes of organizational excellence, integrated water resource management and resilient watersheds, innovation and resource recovery, catalyzing transformational partnerships, and contributing to the region's economic and environmental vitality.
  7. Assists in creating and supporting a positive, engaged, equitable, and inclusive workplace culture within the department and CWS to improve the work groups' understanding and recognition of diversity in the workplace, and foster multidisciplinary and integrated team approaches.
  8. Drives a CWS or personal vehicle for work-related purposes.
    In addition to the Essential Functions listed above, the Project Manager 2 position may require the following:
  9. Oversees, organizes, assigns, and reviews staff's work. Develops performance standards. Prepares performance evaluations. Provides coaching and prepares development plans. Implements disciplinary procedures; assure compliance with District safety practices and procedures.
    In addition to the Essential Functions listed above, the Project Manager 3 and Senior positions may require the following:
  10. Prepare, or assist with the preparation of, the program budget; ensures needed staffing, equipment, and other resources are available for efficient and cost-effective performance.

In addition to the SKILL IN listed above, the Project Manager 3 requires:
  • Effectively supervising professional and/or technical staff and aspiring project managers; providing performance feedback.
In addition to the SKILL IN listed above, the Senior Project Manager requires:
  • Effectively supervising, mentoring and coaching professional and/or technical staff and aspiring project managers; providing performance feedback.
ABILITY TO :
  • Coordinate and manage multiple projects to completion within scheduled deadlines and allocated budgets
  • Prepare and present clear and concise reports, verify trends, submit proposals for change
  • Establish and maintain effective working relationships with those contacted in the course of work

In addition to the ABILITY TO above, the Project Manager 3 requires:

In addition to the ABILITY TO listed above, the Senior Project Manager requires:
  • Evaluate, adapt and develop new theories and/or methods and educate others; independently apply performance competencies in complex situations and function as a subject matter expert.
EXPERIENCE AND TRAINING GUIDELINES:
Any combination of experience and training that would provide the required knowledge, skills, and abilities are qualifying.

A typical way to obtain the KSAs for a Project Manager 2 would be:

3 years experience in project management, and the use of project management software.

6 months experience as a facilitator, mentor, lead or supervisor.

College-level coursework or training in project management, business administration, or related field.
CERTIFICATION AND LICENSURE REQUIREMENTS :

Upon selection, candidates must possess and maintain a valid state issued driver's license.
A typical way to obtain the KSAs for a Project Manager 3 would be:

5 years experience as a project manager, and the use of project management software

2 years experience as a consultant, lead or supervisor

College-level coursework or training in project management, business administration, or related field.
CERTIFICATION AND LICENSURE REQUIREMENTS :

Project Management Institute Certified Associated in Project Management certification or equivalent preferred.

Upon selection, candidates must possess and maintain a valid state issued driver's license.
A typical way to obtain the KSAs for a Senior Project Manager would be:

5 years experience as a project manager, three of which are working on multi-disciplinary projects, and the use of project management software.

College-level coursework or training in project management, business administration, or related field.

3 years experience supervising or managing

CERTIFICATION AND LICENSURE REQUIREMENTS :
Project Management Institute Project Management Professional certification.

Upon selection, candidates must possess and maintain a valid state issued driver's license.

Depending on hours worked and duration of the position, temporary employees may qualify for an offer of medical benefits, deferred compensation, and employee discounts.
