Clean Water Services is Hiring a Public Affairs Specialist - Multimedia Communications Near Hillsboro, OR

The Communications and Community Engagement Department is seeking a Public Affairs Specialist – Multimedia Communications. This position creates, adapts, and shares content across various platforms in both English and Spanish. Supports the creation of culturally relevant, strategic communications, and communication that requires a tailored approach to reach multiple audiences effectively. Monitors and works with Information Technology as needed to respond to website, social media, and other digital platform content needs.

  1. Crafts engaging and persuasive content in English and Spanish across multiple channels including digital, print, and social media.
  2. Ensures effective and accessible user experience and up-to-date content on platforms such as websites and e-newsletters.
  3. Adapts and localizes content to resonate effectively with diverse audiences while maintaining brand voice and integrity. Interprets technical information into easily understandable messages using meaningful platforms for each audience. 
  4. Works with the Senior Public Affairs Specialist to develop communication strategies that align with organizational goals and effectively convey key messages to target audiences.
  5. Assists with implementing bilingual communication and marketing plans and strategies, prepares content for and/or design of employee newsletters, and develops and manages bilingual web page content. 
  6. Collaborates closely with communications, marketing, community engagement, graphic design, and Information Technology teams to ensure consistent, coherent messaging and outreach across all platforms.
  7. Optimizes use of digital newsletter platforms, focusing on creating, translating, segmenting, and analyzing bilingual newsletter and website content while actively managing subscriber lists and layouts to enhance engagement and grow the audience base. 
  8. Works with the Information Technology Applications Team to identify front end and backend website development needs. 
  9. Assists with maintaining content calendars, ensuring timely and accurate publication of materials. 
  10. Monitors communication trends and analyzes data to optimize content performance and engagement metrics across multiple platforms including websites, newsletters, and social media. 
  11. Integrates equity into employee and external stakeholder communications while maintaining knowledge of best practices. Utilizes culturally appropriate and sensitive communication practices. 
  12. Brings forward new ideas and solutions by continuously seeking out new trends and best practices in marketing, communications, and digital media. 
  13. Supports a positive, equitable, and inclusive workplace culture to improve the understanding and recognition of diversity and fosters multidisciplinary and integrated team approaches.
  14. Drives a Clean Water Services vehicle for work-related purposes.
KNOWLEDGE OF: 
  • Design practices to tell a story that meets target audience needs
  • Culturally competent and authentic communications
  • Practices and principles of communications and marketing
  • Web page layout and content management including principles of user experience and digital design (UI/UX) 
  • Principles of transcreation and strategic communications
  • Pertinent Federal, State and local laws, codes and regulations
 
SKILL IN: 
  • Writing, speaking, and copyediting in both Spanish and English, with high attention to detail, clarity, and grammar
  • Organization and time-management with the ability to meet deadlines
  • Utilizing general Microsoft Office software
  • Using multiple digital platforms, including websites and newsletters
 
ABILITY TO: 
  • Establish metrics and interpret data to derive actionable insights for strategic storytelling
  • Present ideas both orally and in writing to increase understanding among audiences who have varying levels of comprehension, language use, opposition, or indifference to the information being presented
  • Collaborate with diverse teams including external consultants
  • Operate effectively in a team environment
  • Communicate clearly and concisely, both orally and in writing
  • Organize workload and prioritize tasks to meet changing priorities and deadlines
EXPERIENCE AND TRAINING GUIDELINES:
Any combination of experience and training that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge, skills and abilities would be:
 
2 years of experience in journalism, marketing, communications, or public relations
 
College-level coursework in writing, editing, journalism, marketing, branding, multimedia, advertising, or related field
 
Fluency in both Spanish and English, which includes written and oral proficiency.
 
The successful candidate will be required to pass both the oral and written Spanish fluency testing as a pre-employment condition.
