Clean Water Services is Hiring a Safety Program Manager Near Hillsboro, OR

Clean Water Services is seeking a Safety Program Manager. This position will oversee the development and implementation of Clean Water Services (CWS) Employee Health and Safety (EHS) programs and initiatives, driving continuous improvement and strengthening the safety culture throughout Clean Water Services (CWS). Provide oversight of daily operations and procedures in conformance with CWS policies and regulations. Lead development, implementation and improvement of programs, initiatives, policies, processes, training and guidelines to ensure the health, safety and well-being of our employees.(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. The District may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)

  1. Provides leadership and oversight to maintain a highly effective and positive safety culture through employee engagement and collaboration.
  2. Monitors, reports, benchmarks, and trends safety data and utilizes the data to align operational safety programs with CWS policies and strategies. Continuously monitor and update CWS safety roadmap and annual safety goals to achieve milestones.
  3. Oversee the development, coordination, and implementation of the safety program and activities as they relate to the day-to-day operations. Ensure CWS is compliant with safety requirements and training in accordance with OR-OSHA.
  4. Serves as a subject matter expert on EHS matters. Monitors and ensure safety program regulatory compliance requirements are met. Interfaces with regulatory agencies as necessary.
  5. Leads Hazard Identification and Critical hazard processes, and updates safety program documents including but not limited to confined space entry, bloodborne pathogens, fall protection, cranes and rigging, and required work permits. Ensures safety standard operating procedures are followed and employees practice safety protocols in compliance with OR-OSHA requirements. 
  6. Oversees incident investigations and root cause analyses protocols to ensure learning is maximized and recommendations are effective from both a prevention and recovery perspective. Reviews incident reports and assists supervisors with reporting. Analyzes and takes steps necessary to ensure that action plans, including elimination, substitution, administration, engineering and PPE recommendations are properly reviewed as required by OR-OSHA.
  7. Assess, and responds to near miss situations. Oversees operations safety certifications, tracking, and training. 
  8. Supports and works with the local safety committees to ensure proactive reporting and continuous improvement.
  9. Assists in creating a positive and supportive work environment; enforces a safe workplace; establish a culture of teamwork and communication; creates a workplace that promotes the organizational values of workplace diversity, equity, and inclusion, and actively promotes an environment respectful of living and working in a multicultural society.
  10. Directs and manages the work of technical staff. Develops performance standards, provides coaching and prepares development or improvement plans and performance appraisals. Coordinates training, assures compliance with safety and security practices and procedures; resolves complaints and implements disciplinary actions as needed.

  • Promoting and enforcing safe work practices
ABILITY TO
  • Interpret and apply federal, state and local policies, procedures, laws and regulations
  • Establish and maintain effective working relationships with those contacted in the course of work including a variety of District and other government officials, community groups, and the general public
  • Operate effectively in a team environment
  • Communicate clearly and concisely, both orally and in writing
EXPERIENCE AND TRAINING GUIDELINES:
Any combination of experience and training that would likely provide the required knowledges, skills, and abilities is qualifying. A typical way to obtain the KSAs would be:
 
3 years’ experience in a lead, supervisory or managerial role
 
5 years’ experience with employee health and safety programs within a private, government, military, or industrial environment
Bachelor of Science Degree in occupational safety and health, safety management, industrial hygiene, business or public administration, or a related field preferred
CERTIFICATION AND LICENSURE REQUIREMENTS:
