Clean Water Services is Hiring an INTERNAL ONLY: Field Construction/Maintenance Technician 3 - Maintenance Near Hillsboro, OR
The SWM Surface Facility maintenance, System Maintenance and TV/Flow Mentoring programs, are seeking Field Construction/Maintenance Technician 3's to join their crews. These positions operate, maintain, and/or inspect sanitary sewer and storm sewer conveyance infrastructure and associated system components including pipelines, manholes, catch basins, outfalls, culverts, water quality facilities, flow monitors, and rain gauges. Additionally, these positions provide technical and procedural decisions within assigned Field Operations program; coordinates and assigns work involved in daily operations Finally, they serve as the program liaison to provide guidance, communication and maintain consistency across all of Field Operations at Clean Water Services (CWS). Please Note:The following opportunity is open only to regular, probationary, and temporary employees who are currently employed by Clean Water Services and Washington County.(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. CWS may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)
Works directly with the Field Maintenance Supervisor to coordinate goals, objectives, and maintain program performance. Enhances efficiencies of the program’s work flow processes in order to optimize cost centers such as labor, materials, and fleet.
Maintains sanitary and storm sewer conveyance infrastructure including pipelines, manholes, catch basins, siphons, culverts, ditches, vegetated water quality facilities and outfalls using specialized sewer cleaning equipment.
Coordinates and performs preventive maintenance inspections of sanitary and storm conveyance infrastructure; uses smoke, air, or dye testing equipment to test for infiltration and inflow; inspects pipelines with computer-based TV inspection equipment and document pipeline condition.
Maintains storm water quality facilities by removing sediment, mowing, spraying, seeding, pruning, and/or planting.
Installs, maintains, and operates flow monitors and rain gauges. Retrieves collected rain and flow data, edits and manipulates into readable formats, and inputs into appropriate software or database.
Provides training for staff on all CWS and Departmental safety policies and procedures. Ensures the policies and procedures are being followed at all times.
Plans and coordinates the work activities within assigned program; schedules and reviews work assignments, and provides guidance on technical and procedural decisions.
Coordinates and/or performs installation, servicing and repair of mechanical and electronic equipment and maintains related records.
Maintains safety files, MSDS sheets and related records; and documents daily work.
Confers with property owners and the public regarding work in progress; addresses concerns promptly and professionally.
Drives Clean Water Services vehicles for work related purposes.
KNOWLEDGE OF:

SKILL IN:
Use of hand tools and small gas-powered tools

Mowing, chemical spraying, hydroseeding, planting, and pruning
Operating computerized TV equipment to inspect conveyance systems
Operating a variety of heavy mobile equipment including excavation equipment, street sweepers, front end loaders, Hydro-cleaners, and/or combo cleaners
Cleaning and maintaining pipelines, manholes, vaults, and culverts using, easement machines, root saws, tap cutters, sleeving equipment, and/or sealants
Conducting air, smoke, and dye testing to verify pipeline condition
Installation, maintenance, and removal of flow monitoring and rain gauges equipment
Use of computers and computer software for word processing, recording data, and office applications
Keeping accurate reports and records
Assigning work to, training, and evaluating team members
Problem solving, planning, scheduling and decision making
In addition to the skills listed above, some positions may require the following skills:
Reading and interpreting topographic, location, and property record maps
Reading and interpreting complex utility layouts, design, and construction drawings, illustrations, graphics, and other materials drawn from field investigations
Notes and office research
Manual and computerized mapping
Basic GIS usage
Performing mathematical computations
Operating and maintaining computerized or electronic equipment
ABILITY TO:
Safely operate maintenance equipment such as sewer cleaning equipment, street sweepers, TV inspection equipment, loaders, excavators, and backhoes, dump trucks, and trailers
Understand and follow safety practices, policies, and procedures
Follow oral and written instructions
Read and interpret as built drawings and maps
Establish and maintain effective working relationships with those contacted in the course of work including co-workers, other CWS employees, and the public
Learn, use, and operate work related computer applications
Operate effectively and resolve disputes in a team environment
Communicate clearly and concisely
EXPERIENCE AND TRAINING GUIDELINES: Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required KSAs would be:
5 years experience in public works, utilities, construction, wastewater or related field (3 years of which must be with CWS Field Ops experience.)
Minimum of 6 months experience in a leadership role;
Coursework or training in construction technology, maintenance, wastewater technology, safety or related fields.
