Clayton County Government is Hiring a POLICE COMMUNITY LIAISON - POLICE Near Jonesboro, GA

PURPOSE OF CLASSIFICATION
The purpose of this classification is to assist the Chief of Police and the Police Department with comprehensive public information programs and outreach, to educate the general public and media about the department’s programs, projects, events, services and other issues of public interest. This position also prepares press releases, handles media inquiries, coordinates press conferences, manages the Departments social media programs and such other activities to maintain transparency with the community.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Prepares press releases with the assistance of the Chief of Police to educate the public about issues of public interest. This requires superior writing skills and proficiency with Microsoft Word, Adobe, and similar software.
Oversees the Department’s social media, internet, and intranet sites. This requires working knowledge of various social media programs.
Speaks with citizens and media representatives to facilitate requests for information consistent with the Georgia Open Records Act. This will require superior communication skills and stage presence.
Speaks with news reporters to provide soundbites on matters of public concern and coordinates media requests for information and access. From time to time, this will require travel to crime scenes and disaster areas to provide on-site coordination for media response.
Prepares and assists with press conferences to facilitate the commutation of the Department’s message to the public.
This position must be proactive with ideas to improve transparency and communication with the public.
Prepares for and conducts training and instruction for supervisory and field personnel on how to respond to media requests at crime scenes and disaster areas. Will include preparing lesson plans, handouts, and audio/video/teaching aids.
Monitors and communicates effectively and coherently over radio channels while initiating and responding to radio communications.
Establishes and maintains good working relations with the public; attends community meetings; responds to questions and requests for information.
Communicates with supervisor, employees, other departments, and other individuals as needed to improve transparency,, exchange information, or resolve problems.
Completes and prepares a variety of forms, logs, requests, records, reports, correspondence, and various other documents associated with daily responsibilities of this position.
Maintains current field and code manuals, policies and procedures, employee handbooks, various maps, addresses, and related material for reference and/or review.
Maintains a current knowledge and awareness of applicable laws/regulations and coordinates with the Department Legal Advisor as necessary.
Attends meetings, seminars, drills, workshops, and training sessions as appropriate to maintain knowledge of departmental and County Operations, to promote improved job performance, and to stay current technology and initiatives to improve transparency.
Cooperates with federal, state, and local law enforcement agencies and their officers or representatives when activities are related to investigations within County jurisdiction.
Responds to requests from, the Chairman of the Board of Commissioners, individual Commissioners and their constituent aides.
Coordinates and works with the Department Chaplaincy program to promote faith resources to address problems and concerns.
Coordinates with the Department’s Police Reserve Unit to provide resources when needed to address tasks specific to this resource.
Works with the Department commanders to bring community resources to address problems and promote a safer County and informed public.
Utilize the Department Quality Assurance Management System to gauge citizen satisfaction with the Department’s response to their problems and needs.
Oversees the Crime Stoppers program and monitors the Crime Tip Hotline.
Promotes Community Oriented Policing, Problem Solving Policing and Intelligence Led Policing (e.g. TITAN Unit). Is the liaison with the Police Foundation and promotes communication between the Foundation and the Department.
Makes speeches to civic groups, HOAs and schools and general public regarding public safety issues, needs and concerns.
ADDITIONAL FUNCTIONS
Operates computers, copiers, and other office equipment. Operates motor vehicle.
Answers the telephone; provides information, advice, and guidance; takes and relays messages and/or direct calls to appropriate personnel; returns calls as necessary.
Substitutes for co-workers in temporary absence of same; provides assistance to other employees or departments as needed.
Fieldwork including responding with police officers to scenes with at risk populations.
Performs other related duties as required.
MINIMUM QUALIFICATIONS
Experience in journalism, media relations, and public speaking. Associate Degree or equivalent college credits required with a bachelor’s degree preferred. Must be able to operate a variety of office equipment, have superior writing skills, be a proficient public speaker and able to work without direct supervision; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess a valid Georgia driver's license.

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard of work station. Some tasks may require driving, standing for long periods of time and field work during emergencies and crime scene investigations.
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, taste, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally and in writing.
Environmental Factors: Performance of essential functions may require field work with exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances.
