Clayton County Government is Hiring a DIRECTOR OF PARKS AND RECREATION Near Jonesboro, GA

PURPOSE OF CLASSIFICATION
Provides comprehensive and professional services to the citizens of Clayton County including leisure programs and facilities that improve their quality of life. Responsible for department policy planning, grant research, grant writing, applying for available grant funding, etc. Reports directly to the Chief Operating Officer (COO).
ESSENTIAL FUNCTIONS:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff; addresses employee concerns and problems; counsels, disciplines, and completes employee performance appraisals; signs and approves departmental payroll and annual sick leave requests. Prepares departmental budget; directs, controls, and accounts for expenditures. Consults with COO, board members, and other officials to review department activities, receive advice/direction, provide recommendations, and resolve problems. Oversees Administrative, Programming, Parks, Therapeutic, and the Nature Preserve divisions; oversees the Clayton County International Park and the Clayton County Athletic Associations. Works daily under the direction of the Chairman; works with all district commissioners. Coordinates the Comprehensive Parks and Recreation Master Plan; coordinates construction projects; targets land acquisitions for future park sites. Works with community organizations to provide recreational programs and facilities; establishes relationships with local community agencies. Maintains systematic, complete, and accurate departmental personnel and financial records. Attends meetings and addresses community organizations and the general pubic to facilitate an understanding of recreation programs; serves as an advisor to County government in community organizations. Attends County work sessions and Commissioners’ meetings. Works with department heads to coordinate interdepartmental operations. Conducts departmental policy planning, grant research, grant writing, applying for available grant funding, and such other duties as the Board of Commissioners may deem necessary.
ADDITIONAL FUNCTIONS: Process a variety of paperwork. Performs other related duties as required.
MINIMUM QUALIFICATIONS: Bachelor’s Degree in Business Management, Public Administration, or Recreation with a minor in Business/Accounting or closely related field supplemented by six (6) years of strategic management experience to include developing a business plan/strategy, budgeting, and/or marketing; previous experience working with a parks and recreation department preferable; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities of this job. Must possess and maintain a valid Georgia driver’s license.

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
