Information Technology is looking to hire a Systems Analyst II who, along with a team of IT professionals, will support the department of Housing and Neighborhood Preservation with the Economic Growth and Vitality (EGV) Community of Interest.The selected candidate will:

•  Lead the department's technical team objectives and priorities as defined by the IT Solutions Manager and department’s management team.
• Manage/Oversee all work intake requests for the technical team.
• Assist, lead, mentor and manage work of junior staff members on technical team.
• Partner with the department’s liaison to set work portfolio priorities and to develop a technology strategic plan and roadmap.
• Interact and communicate with City Leadership and Department Management team; Support the Investment Review Board (IRB), Community of Interest (COI) Advisory Board and Steering Committee.
• Lead implementation of new technology solutions and application upgrades.
• Complete requirements process including elicitation, analysis, and specifications; Documentation of functional and non-functional requirements.
• Document, analyze and evaluate current business processes, existing programs, and applications.
• Develop diagrams and flowcharts for system design.
• Manage and solve incidents, problems, and change items on behalf of the tech team.
• Interact with users, other portfolios, and vendors for the full life cycle of projects.
• Provide end user support by managing and solving incidents and/or problems which may include change management, root cause analysis and appropriate escalation as needed.
• Manage and participate in acceptance testing activities to ensure the system is functionally appropriate, technically sound, and well-integrated; develop test cases and use cases.
• Prepare user documentation and lead end-user training.
• Manage technology vendor relationships, including contract execution and scope definition.
• Prepare budget estimates for technology initiatives including initial cost, implementation and maintenance cost along with licensing costs.
• Develop business cases and other project analysis documentation (cost/benefit analysis, risk analysis, etc.).
• Perform end to end analysis and documentation required for data migrations.
• Participate as a technical subject matter expert on RFP committees.
