UTILITY SERVICES TECHNICIAN

JOB INFORMATION:
The Utility Services Technician is classified as a Regular, full-time Employee as defined by the City of
Susanville's Employee Manual. The Utility Services Technician is part of the Public Works Department and
is represented by the Public Works Bargaining Unit and is compensated at Range 125-128 of the Unit's
salary matrix.

JOB SUMMARY:
Under the direction of the Water Utility Supervisor or the Gas Utility Supervisor, the Utility Services
Technician performs a variety of functions within the Public Works Department, including reading meters,
infrastructure inspection and maintenance, turning utility services on and off, traffic control set up and
flagging in the following areas: streets, water, gas, airport, geothermal, and other public works related
functions.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Operate electronic equipment and read numeric and dial faced meters on a variety of water, geothermal
and natural gas meters;

Record and verify meter readings;

Check for irregularities with meter condition, leaks, paint, and special maintenance issues*;

Operate city Equipment;

Perform natural gas leak surveys*;

Light appliances*;

Contact customers in the field and answer routine questions about meters, safety and meter access;

Knowledge of city streets and addresses

Communicate special billing problems to utility billing clerk;

Add new accounts to daily routes;

Locate and uncover meter boxes and remove natural obstacles from around meters*;

Perform routine minor maintenance on meter trucks, including cleaning and washing;

Investigate and resolve customer complaints;

Check and/or replace faulty meters*;

Re-route and re-sequence reading routes as necessary;

Use a variety of hand, air and power tools;

Work directly with crew in the construction, maintenance and repair of the city's water, geothermal,
gas, and street departments, as needed;

Respond to emergency calls after normal duty hours as required;

Perform complex data entry that requires knowledge of specialized computer programs and/or systems;

Make recommendations on alternative methods and equipment to ensure compliance;

Operate a variety of vehicles and special equipment including GPS, data collectors, etc.;

May perform routine mathematical calculations;

Perform all duties as assigned.

SAFETY SENSITIVE DUTIES AND RESPONSIBILITIES:
Job duties marked with an asterisk are categorized as covered tasks under federal regulations pertaining
to the operation of a natural gas pipeline. The performance of covered tasks, subject individuals filling the
Utility Services Technician position to the requirements of federal regulations and city policy, which
require pre-employment drug testing, random drug testing, and reasonable suspicion drug testing.

Preferred qualifications:
  • Completion of formal or information education sufficient to assure the ability to read
and write at a level required for successful job performance.
  • Two (2) years increasingly responsible experience executing general knowledge of meter

reading techniques; operations of water, geothermal, gas streets and the skills to
operate heavy equipment.

Licenses/Certificates:
  • Must have a valid California Driver's license and/or be able to acquire a Class A
certification within twelve (12) months.
  • Completion of a Competent Person Training Class or be able to obtain upon hire
Additional Experience or Ability to:
  • Develop, analyze, interpret, and apply applicable Federal, State, and local regulations,
policies, and procedures.
  • Conduct routine inspections and evaluations.
  • Operate modern office equipment including computer equipment and specialized
software applications programs.
  • Operate and maintain surveying equipment.
  • Establish and maintain effective working relationships with those contacted in the course
of work.
  • Solve simple mathematical and logical problems accurately.
  • Follow directions related to complex codes, laws and regulations.
  • Use modern office practices, methods and computer equipment.

  • Record keeping principles and procedures.
  • Conduct necessary engineering research and compile comprehensive reports and
occasionally prepare and present presentations.
  • Communicate effectively, orally and in writing, with employees, consultants, other

governmental agency representatives, City officials and the general public.

PHYSICAL REQUIREMENTS:
Position requires frequent travel to offsite locations for meter readings, site visits and inspections -
occasionally on uneven surfaces with potential access barriers; and may require use of hands to grip,
handle, reach with full extension of arms; and will experience occasional activities such as stooping,
kneeling, crouching, or crawling. Specific vision and hearing abilities required by this job include adequate
hearing to observe human interaction, communicate in person and by telephone and adequate vision to
access information from various operating and computer systems. The employee must frequently lift
and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds. Reasonable
accommodations may be made to enable individuals with disabilities to perform the essential functions.

WORK ENVIRONMENT:
This position is located indoors, in an office setting as well as traveling to site locations that increase
exposure to outside weather conditions for prolonged periods. Employee may come in contact with clients
who are aggressive, verbally abusive, or argumentative. Reasonable accommodations may be made to
