Position Description

The City of Sugar Land is seeking a full-time Utilities Operator Groundwater in the Public Works Department.

Summary of Duties

As a Utilities Operator Groundwater, you will :

  • Responsible for the daily inspection and operation of the City's groundwater facilities (i.e., groundwater plants, groundwater wells, and elevated storage tanks).
  • Records and logs daily inspection data including well production, plant flows, pump hour readings, chemical usage, and water quality test results, at all groundwater facilities.

Logs data in both hardcopy and electronic formats.

Collects and analyzes samples daily for water quality parameters at groundwater facilities. May periodically collect and test samples in the distribution system.

Must be proficient in the use of water quality testing equipment and proper test procedures.

Understands the water treatment process, proper chemical addition and reactions, and adhere to process targets in order to maintain proper operation of facilities.

Note : The City owns and operates both chloramine and free chlorine public water systems.

  • Operates the plants by adjusting plant valves and flow rates; adjusting chemical dosages, and collecting samples.
  • Proficient in the use of the Utility's SCADA (Supervisory Control and Data Acquisition) program to monitor and control groundwater facility processes and equipment.
  • Performs some light office work, such as entering facility log data into spreadsheets.
  • Repairs and maintains plant equipment such as booster pumps, motors, hoists, etc. Troubleshoots and repairs electrical, mechanical, hydraulic, and pneumatic equipment.
  • Repairs and maintains chlorine equipment and chemical pumps and lines in the water plant facilities. Chemical applications include gaseous chlorine, liquid ammonium sulfate, sodium hydroxide, fluoride, and polyphosphate.
  • Inspects and cleans interior of ground storage tanks. Use and proper application of the Utility's confined space entry equipment, which includes personnel gas detectors (hydrogen sulfide, chlorine, explosives, and oxygen levels), harnesses and climbing equipment, fall protection devices, and basic personal protective equipment.
  • Responsible for keeping building and grounds presentable (e.g., housekeeping, fence repair).
  • Assists as required to keep records of service calls, maintenance and repair work. Makes service calls to maintain and repair equipment and order water treatment chemicals.
  • Collects and catalogues data on installed equipment.
  • Operates light and heavy commercial equipment; light and heavy power tools; and a variety of hand tools; and operates responsibly to ensure the safe functioning and lifespan of the equipment.
  • Assists with the installation and maintenance and repair of instruments, pressure and level sensing devices, and SCADA communication systems.
  • Must be able to work well in a team; have basic interpersonal skills; and be effective under self-supervision.
  • Work involves evening, weekends and holidays, overtime and on-call on a rotation basis.
  • Required to work as an essential employee before, during and after an emergency or disaster, whether natural or acts of war.
  • Stay abreast of, and comply with, all City and departmental policies and procedures.
  • Performs other duties and responsibilities as assigned by Director or his / her designee.

Minimum Qualifications

Education and Experience :

  • Requires a high school diploma or GED certificate.
  • Three (3) years of experience in utility operations, maintenance, and repair of water and wastewater facilities is required or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Training (License and / or Certification) :

  • Valid Class "C" Texas Drivers License
  • Class "C" Groundwater Operator certification by Texas Commission on Environmental Quality (TCEQ).
  • Class II Wastewater desired or should be obtained within two (2) years of employment.
  • The TCEQ classroom training required for license exams will be scheduled during work hours and paid for by the Department.

Texas Municipal Retirement System (TMRS)

Employee contribution : 7%

City matches 2 : 1 with 5-year vesting

The City recognizes 10 Holidays per calendar year, which includes one floating Holiday. In lieu of a floating holiday,

LONGEVITY PAY

After one year of employment, employees will receive an annual payment of $4.00 per month of employment with the City for the first 25 years of continuous employment (maximum of $1,200 annually).

Qualified employees receive longevity payments each December.

VISION CARE PLAN

Employees can voluntarily elect to purchase vision care insurance for themselves and their eligible dependents.

BASIC LIFE and AD&D

The City provides all employees annual salary of life insurance and accidental death & dismemberment (AD&D) coverage of one-time annual salary with a minimum of $50,000.

LONG TERM DISABILITY

The City provides employees with Long Term Disability in the amount of 60% of your salary (depending on position category) to a maximum of $7,500 per month.

Benefits begin after 90 days of disability and may continue to Social Security Normal Retirement Age (SSNRA) if you qualify.

LTD is designed to replace a reasonable portion of your income in case of

  • SUPPLEMENTAL LIFE and AD&D
  • Employees can elect supplemental life insurance and AD&D coverage up to $750,000 for themselves and up to $250,000 for their spouse;

as well as $15,000 of life insurance for child(ren).

  • SHORT TERM DISABILITY
  • This optional benefit allows employees to receive 70% of their weekly salary, to a maximum of $1,500 per week (tax free), following either Option A : a 30-calendar day elimination period;

or Option B : a 7-calendar (injury) or 14-calendar (illness) elimination period, for a maximum of 90-calendar days from on-set per qualifying incident.

PRE-PAID LEGAL PLAN

Employees can voluntarily elect to participate in a legal access / assistance plan at a base cost of $7.87 per pay period.

Optional plans are also available. ( Employee must contact representative directly for rates and enrollment.)

DEFERRED COMPENSATION

Employees are allowed to contribute to this optional program at a minimum set by the plan administrator and a maximum set annually by the IRS.

Currently the City contracts with 2 administrators for this program : Dearborn & Creggs ($50 per month minimum contribution);

and ICMA-RC ($1.00 per month min. contribution). The maximum contribution for 2023 is $19,500

and $6,500 for age 50 catch-up.
