The City of Sugar Land is seeking a full-time Management Analyst I in the Department of Strategic and Government Affairs.

Summary of Duties

The Management Analyst (MA) program seeks to attract and retain entry-level individuals who have the desire to pursue future careers in local government management. Through the program, MAs will be encouraged to explore diverse experience opportunities that will enhance their understanding of municipal government operations. MAs will coordinate various types of projects and offer support to the Strategic and Government Affairs Department and the City Manager’s Office. MAs will also get various mentorship and professional development opportunities.

Through the duration of the program, MAs can be expected to serve on cross functional teams to conduct, analyze, summarize, and present policy, legal, operational, or technical research, and/or assist in the coordination of various citizen engagement programs. MAs are responsible for working on a variety of projects/assignments simultaneously and must be able to prioritize efficiently. These assignments will include innovative initiatives to propel the City of Sugar Land forward.

The program will employ selected individuals in this position for a two-year period contingent upon fulfilling all requirements expected of all City of Sugar Land employees. While the City does not guarantee a job at the end of the program, the incumbent may have the opportunity to continue employment should a position become available for which the employee is qualified and appointed through an open recruitment process. The City of Sugar Land strives to retain talented, highly successful employees through the MA program.

As the Management Analyst I you will:

  • Provides diverse means of quality support and assistance to the Strategic and Government Affairs, City Manager’s Office and other departments.
  • Leads various projects
  • Thinks of and explores different solutions to existing challenges with other departments and potentially other organizations
  • Completes thorough and informative research, benchmarking, best practices and clear analysis of data
  • Creates quality reports, analysis, documents, materials, and presentations
  • Presents clear, professional, consistent, and timely in-person, electronic, written, and oral communications
  • Provides Department project support as needed

Minimum Qualifications

Successful candidates possess inner drive and enthusiasm for municipal public service. They seek to exceed expectations, can learn new skills quickly and accurately, and are active problem solvers. They can identify process improvements and are able to think creatively outside of the box. They are positive, proactive, and emotionally intelligent. They can see the big picture, but are also flexible, analytical, highly organized, and detail-oriented. Successful candidates must be effective communicators and presenters on a variety of platforms and should be able to elicit cooperation from different levels of the organization with tact and good judgement. They also are able to coordinate projects with minimal supervision and potentially with different departments and other organizational entities.

Formal Education:

  • Requires a bachelor’s degree in political science, public administration, business administration, international relations or related field. Master’s degree preferred.
Relatable Work Experience:
  • Experience working for a municipality at an internship or entry level, or specifically relatable entry-level public-sector experience is preferred.
Training (License and/or Certification):
  • Valid Texas Driver’s License
