City of Springfield is Hiring a Commercial Appraiser Near Assessors, MA

The purpose of this position is to directly assist the Chairman of the Board of Assessors in the valuation and assessment of all commercial, industrial, apartments, mixed-use, and tax exempt properties, as required by law. The position performs complex administrative, professional, and supervisory work in analyzing and maintaining valuation data, including the development of reliable assessment standards and the regular review of assessed values. This position reports to the Board of Assessors Chairman in accordance with state statutes. Supervises, directs, coordinates, and reviews the work of various staff as assigned by the Chairman.
  • Supervises, coordinates, and reviews commercial real property valuation. Oversees and assists the inspection and measuring of commercial property in order to estimate fair market value for taxation purposes. Computes valuations and assessments, using standard tables and formulas.
  • Performs discovery, listings, valuation, compilation, and analysis of data related to commercial, industrial, apartment, and mixed-use properties.
  • Manages property inspection schedules, researches relevant market data, develops valuation schedules, and prepares documentation for abatement review and appellate proceedings.
  • Manages the Assessors computer-assisted mass appraisal (CAMA) system for all commercial, industrial, apartments, mixed-use, and tax exempt. Updates valuation components, establishes uniform valuation criteria, and data collection methodology and inspection requirements on commercial, industrial, apartment, mixed-use, and tax-exempt properties. 
  • Maintains a system of reporting income and expense information for all commercial, industrial, apartments, and mixed-use property owners in accordance with Massachusetts State Statutes, including the prescribed forms for various property types.
  • Provides analytical review of submitted data, reconstruction of same as necessary, and data entry of income and expenses in a workable format.
  • Maintains the commercial sales verification /analysis program including the calculation of indicated capitalization rates, discovery of financing terms, and other factors pertinent in defining arm's length transactions and verification of market values.
  • Oversees and reviews data collected by staff within the department, providing analysis, guidance, and direction when needed.
  • Develops and maintains all valuation tables and schedules for assessment of all commercial, industrial, apartments, mixed-use, and tax exempt properties; analyzes market data and trends in order to re-calibrate or re-specify valuation models as required.
  • Plans and directs the annual valuation process and the regular, currently quinquennial, re-certification of the above property groups to produce market valuations that are in compliance with Massachusetts Department of Revenue standards and requirements.
  • Reviews and processes applications for abatement and exemption of property tax to determine eligibility, and makes recommendations to the Board. Produces any other reports as requested by the Board of Assessors Chairman.
  • Hears aggrieved taxpayers, or their representatives, regarding their assessments to present the assessment record and reviews the concerns of the taxpayer on behalf of the Board of Assessors in the preparation for tax appeals before the Appellate Tax Board. Prepares reports, and testifies, as needed, in Appellate Tax Board proceedings.
  • Performs other tasks as required.
  • Extensive knowledge of appraisal methods, techniques, and procedures in assessment and valuation of commercial, industrial, apartment, mixed-use, and tax-exempt properties.
  • Knowledge of relational database structures, including data fields, tables, and equations.
  • Knowledge of typical land-use zoning requirements, cadastral mapping symbols, and familiarity with geographic information systems.
  • Working knowledge of Massachusetts State Statutes that govern the assessment in taxation of real property.
  • Ability to collect, categorize, and analyze data from a variety of sources ranging from on-site physical inspections to balance sheets and financial statements to web-based market research.
  • Ability to exercise good judgment and to deal effectively with the public and professional and non-professional staff.
  • Ability to supervise data collection efforts and provide quality assurance oversight.
  • Ability to work independently and use professional judgment in all aspects of commercial, industrial, apartment, mixed-use, and tax-exempt properties valuation.
  • Demonstrated ability to express oneself clearly and concisely orally, in writing and via various methods of presentation.
  • Bachelor degree in business administration, finance, engineering, economics, public administration, or related field.
  • Five (5) to seven (7) years of experience in individual and mass appraisal.
  • Three (3) to five (5) years of experience with mass appraisal companies or in an assessing environment.
  • General Certified Appraiser certificate with the Commonwealth of Massachusetts, the MAI designation with the Appraisal Institute, and/or a CAE designation from the International Association of Assessing Officers (IAAO) preferred.
  • Massachusetts Accredited Assessor (MAA) designation from MAAO preferred.
