This classification is a safety-sensitive position as defined by the United States Department of Transportation drug and alcohol testing regulations and/or the Oklahoma Standards for Workplace Drug and Alcohol Testing Act. As a safety-sensitive classification, you will be subject to drug and alcohol testing, including random testing. Marijuana is one of the substances included in the drug panel screening. Possession of a medical marijuana certification will not excuse you from the testing process, or the consequences of testing positive for marijuana.
JOB SUMMARY: The Assistant City Manager is responsible for coordinating, through intermediate supervisors, the activities of the overall City organization. Knowledge of all aspects of public administration as it pertains to municipal government is required. The Assistant City Manager reports to the City Manager while retaining full responsibility for an assigned group of administrative and operational departments or functions.
ESSENTIAL DUTIES:
Performs highly responsible and complex professional administrative work while assisting the City Manager with the direction and coordination of activities of assigned City departments and/or divisions.
Plans, organizes, controls, integrates and evaluates the work of assigned City departments to ensure that operations and services comply with the policies and direction set by the City Commission and City Manager, and with all applicable laws and regulations.
Serves as the Interim City Manager in their absence and occasionally represents the City Manager on various boards and committees, in select meetings, and before civic groups and organizations.
Collaborates with the City Manager and leadership team to develop and implement the annual budget, five-year capital improvement plan, and other business, infrastructure, and resource plans.
Provides guidance and works with the leadership team to develop and retain highly competent, public-service oriented staff through selection, compensation, training and day-to-day management practices that support the City’s mission, operating plans and objectives.
Assesses community and citizen needs and ensures that objectives and priorities are focused on meeting those needs effectively, efficiently, and with high-quality municipal services; assists in the development and implementation of initiatives for service quality improvement.
Provides day-to-day leadership and works with the City’s leadership team to ensure a high-performance, service-oriented work environment consistent with sound management principles.
Works closely with the City Manager and leadership team and a variety of public, private and community organizations and citizens groups in developing and implementing programs to achieve City priorities and solve community problems; directs and coordinates preparation of analyses and recommendations on public policy issues and on long-range plans for City services; develops and coordinates proposals for action on current and future City needs.
Assists the City Manager and leadership team in the development of City Commission agendas, and attends and participates as needed in all City Commission meetings.
Interprets City Commission instructions and requests; makes interpretations of City ordinances, codes and applicable laws and regulations to ensure compliance.
Directs and oversees the preparation of a wide variety of reports and presentations for the City Commission, citizen committees, and outside agencies.
Assists in the creation and maintenance of comprehensive, effective human resource management programs, policies and systems consistent with the City Manager’s guidance; provides assistance for labor negotiations and labor relations programs and initiatives; participates in the improvement of management systems, processes and measurement techniques to improve City operations and effectiveness.
Participates in regional, state, and national meetings and conferences to stay informed of trends and technology related to municipal programs and operations.
Participates in professional and community organizations on behalf of the City and as part of the City’s public affairs program; maintains good working relationships with key community constituencies.
Provides personal leadership for projects and programs that are highly sensitive, political, or controversial.
Must have the ability to clearly and effectively communicate both orally and in writing with a variety of audiences.
Work is generally performed in an office setting where conditions are controllable; field work may require walking and occasional climbing, stooping, kneeling, or crouching.
Some lifting is required, occasionally up to at least 25 pounds; may be required to lift up to 50 pounds on occasion.
MAJOR AREAS OF ACCOUNTABILITY AND PERFORMANCE:
Uses tact, discretion, initiative, and independent judgment within established guidelines; provides varied, responsible, and often confidential administrative and executive duties.
Demonstrates interpersonal skills necessary to effectively interact and build relationships with internal staff, external partner entities, and citizens; facilitates related interactions in a professional, courteous, and friendly manner.
Applies analytical skills necessary to perform numerical calculations accurately and quickly; interprets information, recognizes discrepancies, determines cause, and takes corrective action.
Performs work in a complete accurate, and timely manner; frequently interacts and communicates with internal and external partners and the public.
Performs other related work as required.
EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS:
Bachelor’s degree in Public Administration, Business Administration, or related field, and at least three years of progressively responsible senior management experience. A Master’s degree in Public Administration, Business Administration, or related field, and at least five years of progressively responsible senior management experience within a complex municipal government setting, as well as credentialing through recognized municipal management programs is preferred.
Must be proficient with the full Microsoft Office suite.
Valid Oklahoma Driver’s license and satisfactory driving record.
SUPERVISION – RESPONSIBILITY FOR WORK OF OTHERS: Varies by assignment of departments and leadership team members.
