JOB INFORMATION
Information Systems Analyst II positions coordinate the development, testing, implementation, and modification of complex department information systems utilizing both internal and external Information Technology (IT) service providers as resources; perform business process analysis and modeling; perform research to identify hardware and/or software capable of meeting a requirements specification; provide hardware/software technical support to end-users in the day-to-day operation of systems; supervise technical support personnel; and perform other duties as assigned.
NOTES:
  • Eligible benefited employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS).
  • Information Systems Analyst II employees may be required to lift up to 30 pounds and must be able to bend, squat, and crawl on the job.
MINIMUM REQUIREMENTS
You must meet the following requirements on the date you apply, unless otherwise indicated.
EDUCATION: Bachelor's Degree or equivalent education (i.e., minimum completed units = 120 semester/180 quarter).
NOTE:
  • Additional qualifying experience may be substituted for education lacked on a year-for-year basis. One year of full-time experience = 30 semester/45 quarter college-level units.
EXPERIENCE: Two years of full-time professional-level information systems planning management experience (within the last five years). Qualifying experience must include ALL of the following:
  • Information systems management.
  • Information systems problem-solving.
  • Information systems design and analysis.
  • Providing technical assistance to others on major computer systems which run on a variety of platforms.
NOTES:
  • The following are NOT considered qualifying experience: System user or super-user experience; repair technician experience; experience solely removing and/or installing discrete systems components; and information/data systems experience gained more than five years ago.
  • City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.
LICENSE: A valid California Class C Driver License may be required at the time of hire.
HIGHLY DESIRABLE:
  • A degree in Computer Science, Information Systems, Geographic Information Systems, and/or technical certification.
  • Experience managing all phases of a project management life cycle for complex information systems/technology projects, including project planning, risk analysis, systems implementation, functionality, quality, and cost.
  • Experience working across multiple teams and organizations to ensure project completion, including ensuring project goals and requirements are met.
  • Experience developing, updating, and maintaining system and user documentation and manuals, including test scripts and technical guides as a reference for information services staff, developers, administrators, and end-users.
  • Experience performing complex spatial analyses, editing spatial data in a multi-user environment, and producing effective cartographic output and reports.
  • Experience developing Statements of Work, Request for Proposals (RFP's), and familiarity with IT contract terms and conditions.
  • Strong analytical and communication skills.
  • Experience with Mobile Device Management processes and software, including supporting and troubleshooting mobile devices and applications.
  • Solid understanding of IT procurement practices.
  • Experience supporting and/or administering MS SharePoint sites.
  • Experience using MS Project and MS Visio.
  • ITIL Foundation training and/or certification.
  • Experience supporting and/or administering Windows Operating System, Microsoft Office Suite (e.g., Outlook, Word, Excel, Access), and/or ESRI/ArcGIS.

SCREENING PROCESS

SUPPLEMENTAL INFORMATION
PRE-EMPLOYMENT REQUIREMENTS: Employment offers are conditional pending the results of all screening processes applicable to this position, which may include the following: confirmation of citizenship or legal right to work in the United States; completion of a pre-employment medical review and exam (which may include drug and alcohol testing); reference checks; and fingerprinting. Fingerprints will be submitted to the Federal Bureau of Investigation and the California Department of Justice for a conviction record report. Certain positions may require additional screening processes, including a polygraph examination and/or background investigation. All screening processes must be successfully completed before employment begins. A positive test result for alcohol, cannabis/marijuana, illegal drugs, or inadequately explained prescription drugs, or misrepresentation, falsification, or omission of pertinent facts in any step of the screening or selection process, may be cause for disqualification or termination of employment.
