Description

This class provides management and supervision over specialized inspection functions. Incumbents supervise an assigned inspection unit and are responsible for training, assigning, and evaluating work; interpreting and implementing local and state regulations; supervising inspection schedules; reviewing daily reports; arranging training programs; traveling to jobsites to monitor work projects and follow up on assignments; coordinating the actions of a unit with other City departments and divisions; developing policies and procedures; handling and resolving escalated complaints; and preparing reports and other documents.

As assigned, incumbents supervise paraprofessional and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.

Duties include but are not limited to

TYPICAL CLASS ESSENTIAL DUTIES: These duties and percentage of time are are presentative sample; position assignments may vary.

1. Performs in-field case reviews. Periodically, re-inspects work to determine if proper action is being taken. Initiates new cases. Coordinates actions with other departments and vendors. As assigned, may schedule and perform work-unit specific inspections. Interprets and implements local and state regulations.

2. Performs case reviews, manages/assigns case load work, and provides general oversight of work product and work activities to ensure accuracy, completeness, and compliance with applicable policies, procedures, regulations, and federal/state/local laws. Prioritizes cases and assures all investigative options have been utilized and that data entry is complete and correct.

3. Supervises paraprofessional and support staff. Assigns scheduling for inspections and other tasks. Assigns on-call employees; reviews, verifies, and approves timecards, leave requests, etc; conducts training/discussions to facilitate knowledge/professional growth, prepares performance evaluations or reports.

4. Performs data entry. Keys data of investigations into system. As assigned, performs systems automation and testing duties to test for systems issues, verify computer program changes, and provide other computer-related assistance.

5. Collects, compiles, and assembles data. Reviews, prepares, and creates reports, as-builts, or other documentation and ensures accuracy and correctness of information.

6. Performs routine administrative and customer support duties such as responding to voicemails/emails, issues, or concerns from external and internal customers, and preparing for and attending staff meetings. As assigned, may compile, record, and file incoming work orders and job plans, process daily pay tickets, and make copies. May represent the City

Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge (some combination of the following):

Inspection principles and practices

Construction principles and practices

Familiarity with Emergency Situational Training

Standard equipment and tools used in construction

Standard inspection equipment

New permitting application processes

Knowledge sufficient to read/interpret permits to determine total load and size of the proper regulator

Thorough knowledge of regulations and code enforcement

Government process related to construction and inspection

As assigned, American Water Works Association (AWWA) standards and conformation to Virginia Department of Health

Skills (some combination of the following):

Computer Proficiency, including Microsoft Office Suite and database management software

Technological proficiency, including systems testing and trouble-shooting

Scheduling and planning

Collaboration and team building

Leadership

Oral and written communication

Abilities (some combination of the following):

Read and interpret applicable codes and regulations

Visually inspect sites to confirm compliance with codes and regulations

Schedule third party contractors for a variety of issues

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

* Valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License with a satisfactory driving record within 30 days of hire

* Code Enforcement Inspection requires completion of all certifications required of the Code Enforcement Inspector, Senior

* Site Inspection requires completion of all certifications required for Site Inspector, Senior

* Construction Inspection requires completion of all certifications required of Construction Inspector Principal level

* Virginia Department of Housing and Community Development Property Maintenance Certification within 18-months of hire

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to stand, walk, talk, hear, see, finger (pick, pinch, type or otherwise work primarily with fingers), feel (e.g. perceiving attributes of objects such as size, shape, temperature or texture), and use substantial repetitive motions of the wrists, hands and fingers. The employee is frequently required to balance, reach extending hands and arms in any direction; the employee is occasionally required to climb, stoop, kneel, crouch, crawl, push, pull, lift, and grasp. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
