City of Richmond (CA) is Hiring a Corrosion Field Supervisor Near Richmond, VA

The City of Richmond, Department of Public Utilities is seeking a qualified Corrosion Field Supervisor to manage a team of Corrosion Technicians and other paraprofessional staff to operate, maintain, troubleshoot, and repair the Richmond Gas Works cathodic protection systems as well as other above and below ground metallic piping and facilities. This position is responsible for supervising and, in some scenarios, conducting work associated with the cathodic protection system. The cathodic protection system consists of 440 miles of main and approximately 3,000 services. The State Corporation Commission routinely audits this program for compliance with federal laws. The Corrosion Field Supervisor also manages the inspection of contract employees through the Cathodic Protection Services contract or other RGW contracts. The position also assists, coordinates, and, in some cases, manages the daily work of other field and administrative staff. Incumbents develop and implement general and specific work methods, sequences, and techniques used in the installation of cathodic protection systems based on code and industry standards.
 
Incumbents may also provide management and supervision over specialized functions associated with the Corrosion workgroup within Richmond Gas Works. The incumbent is responsible for, assigning and evaluating work; interpreting and implementing local, state, and federal regulations; supervising inspection schedules; reviewing daily reports; providing training and arranging training programs; traveling to job sites to monitor work projects and follow up on assignments; serve as the subject matter expert for complex issues unable to be solved by subordinate employees; coordinating the actions of a unit with other City departments and divisions; assisting with developing policies and procedures; handling and resolving escalated complaints; and preparing reports and other documents.
 
Incumbents supervise technical and support staff, including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.
 
  • Manages and assigns case load work for Corrosion Technicians and provides general oversight of work product and work activities to ensure accuracy, completeness, and compliance with applicable policies, procedures, regulations, and federal/state/local laws. Prioritizes cases and assures all investigative options have been utilized and that data entry is complete and correct.
  • Performs in-field audits to assess performance. Periodically, re-inspects work to determine if proper action is being taken. Coordinates actions with other departments and vendors. Schedule and perform work-unit specific inspections. Interprets and implements local, state and federal regulations.
  • Scheduling for inspections and other tasks. Reviews, verifies, and approves timecards, leave requests, etc; conducts training/discussions to facilitate knowledge/professional growth; prepares performance evaluations or reports.
  • Performs data entry using various Richmond Gas Works applications and software. Assists Corrosion Technicians with data entry and other computer related issues. Continually audits the quality of data submitted by Corrosion Technicians.
  • Collects, compiles, and assembles data. Reviews, prepares, and creates reports, as-builts, or other documentation and ensures accuracy and correctness of information.
  • Performs routine administrative and customer support duties such as responding to voicemails/emails, issues, or concerns from external and internal customers, and preparing for and attending staff meetings. May compile, record, and file incoming work orders and job plans, process daily pay tickets, and make copies. May represent the City in Code hearings and may speak before Boards and other groups.
  • Ensures all appropriate staff are kept up to date regarding Operator Qualifications, the O&M Manual, and safety training. Attends and conducts meetings
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:

MINIMUM TRAINING AND EXPERIENCE:
  • An associate’s degree in civil engineering, corrosion engineering, mechanical engineering, or a related field or vocational/specialized training that is equivalent to the satisfactory completion of two years of college education.
  • 3 years of related work experience
  • Association for Material Protection and Performance (AMPP; formerly NACE) Cathodic Protection Tester (CPI) Certification
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
 
PREFERRED TRAINING AND EXPERIENCE:
  • A Bachelor’s degree in civil engineering, corrosion engineering, mechanical engineering, or a related field or vocational/specialized training equivalent to the satisfactory completion of four years of college education.
  • Association for Material Protection and Performance (AMPP) Cathodic Protection Technician (CPII) Certification
  • 5 years of related work experience

  • Working with various contractors to verify that the cathodic protection system is properly maintained and constructed.
  • Potential testing, rectifier testing, continuity testing, stray current interference testing, and skills necessary to troubleshoot the cathodic protection system
  • Reviewing plan drawings and as-builts Investigating gas leaks
  • Inspecting gas system components and materials for compliance standards.
  • Troubleshooting various CP issues such as shorts and opens on a steel system,
  • Locating underground utilities
  • Utilizing related equipment such as pipe locating equipment, CGI testing equipment, Flame Paks, Multi-meters, half-cells, current interrupters
  • Oral and written communication as well as interpersonal communication
  • Computer proficiency, including RGW specific software (e.g. GIS, WMS, IM)

While performing the essential duties of this job, the employee is regularly required to reach extending hands and arms in any direction, stand, push, pull, lift, finger (picking, pinching or otherwise working primarily with fingers), grasp applying pressure to an object with fingers or palms, talk, see, and hear. The employee is frequently required to climb, balance, stoop, crouch, crawl, walk, feel and use substantial repetitive motions of the wrists, hands and fingers. In terms of the physical strength to perform the essential duties, this classification is considered to be medium work, exerting up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects.
