The City of Richmond is looking for bright, dynamic individuals to fill vacancies for Management Analyst. There are two (2) vacancies within the City Manager’s Office. One vacancy is in the Department of Children and Youth and the second vacancy is a limited-term assignment for up to two (2) years in the Department of Economic Development in the Environmental and Health Initiatives division (The initial assignment is six (6) months, but may be extended depending on funding.).

The annual salary for this classification is as high as:
- $120,440 at the top of the range
In addition to the salary shown, there is an approved Cost of Living Adjustmentin 2025 (4%). The most successful candidate has a verifiable work history of exceptional organizational and communication skills and is detail-oriented, process-oriented, adaptable, and responsive. The preferred candidate must also possess the desire to work actively, collaboratively, and creatively as part of a team and be knowledgeable in environmental and health legislation and initiatives.
The ideal Management Analyst will have strong communication skills and the ability to interact effectively with the City, elected officials, community organizations, local service providers, and community stakeholders. The Management Analyst should bring a creative approach to problem-solving and must be focused and driven regarding environmental issues.
Desirable characteristics: self-motivated, ability to pivot, flexibility, reliability, willingness to pitch in during critical times. Being a team player is essential.

The following list is intended to be illustrative and does not necessarily represent the entire range of work duties expected of employees within the classification. Depending on the assigned area and the specific work of the department, duties may include, but are not limited to:
  • Provides technical expertise and support to departmental and City management in support of Citywide policy initiatives.
  • Provides technical expertise and support to departmental and City management in support of Citywide policy initiatives.
  • Designs and implements programs and may serve as program and/or project manager.
  • Assists in developing, submitting, and monitoring the department/division budget.
  • Analyzes, drafts, and recommends policy and directions.
  • Prepares various reports and makes presentations to City Council, staff, and outside agencies and groups.
  • Performs statistical research and data management.
  • Drafts memos, staff reports, and other documents and correspondence related to assigned program.
  • Prepares grant applications, administers grant contracts and budgets for awarded grants, and prepares reports and ensures grant guideline compliance.
  • Prepares and/or reviews written and verbal reports and resolutions for City Manager, City Council and City boards or commissions; works closely with the City Council, City boards or commissions, public and private groups, professional groups and residents to explain or coordinate plans for proposed projects and to solicit their support.
  • Provides liaison and staff support to a variety of committees, boards, and commissions.
  • Updates community resource guides and maintains social media presence. 
  • Participates and assists in city and community initiatives, meetings, and events which may require working evenings and weekends. 
  • Performs related work as required.

Management Analyst - Education/Experience
  • Bachelor’s degree from an accredited college or university
  • Three (3) to five (5) years of administrative experience related to the knowledge and abilities required 
  • Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities
COVID-19 Vaccination Requirement
The City’s policy is that all persons hired on or after October 18, 2021, must be fully vaccinated, including the booster, for COVID-19. New employees will be required to provide proof of complete vaccination or have an approved medical or religious accommodation before employment may commence. Licenses/Certifications
Must be able to travel to various locations within and outside of Richmond to meet program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

Application Screening: All completed applications will be evaluated based on job-related qualifications criteria, which could include desirable qualifications and the specific needs of the hiring department.

Supplemental Questions: Candidates identified as better-qualified will be evaluated based on the responses to the supplemental questionnaire. An Employment List will be established, and your placement on this list will be determined solely (100%) by the responses to these supplemental questions.   
The first application screening will be on Friday, March 1, 2024. 
Employment ListA ranking of "A" (Best Qualified), "B" (Well Qualified), or "C" (Qualified) is required to achieve a position on the Employment List. This Employment List is valid for six (6) months.
