City of Republic is Hiring a Public Works Director Near Republic, MO

*Typical starting pay will at the beginning of the pay range advertised, depending on qualifications.*

Primary Purpose

Serves as the principal advisor to the City on all matters concerning public works. Ensures departmental tasks are accomplished as defined and in accordance with the overall Mission, Vision, & Values of the City of Republic. Develops interdepartmental relationships and provides leadership and clarity to the Executive Leadership Team. Responsible for the direction and leadership of the Community Development Department staff & operations.

Supervision

Under the general supervision of the City Administrator.

General Responsibilities

  • Strategic Leadership: Direct and oversee the planning, operation, and management of all activities and operations of the Public Works Department, including water, sewer, streets, stormwater, and animal control.

  • Project Management: Plan, organize, and execute various public works projects, ensuring they are completed on time, within budget, and to quality standards.

  • Engineering Expertise: Apply engineering principles and practices to design, analyze, and manage public works projects. Ensure compliance with state and federal regulations.

  • Team Management: Lead, motivate, and manage a diverse team of public works professionals to achieve departmental goals. Foster a collaborative, efficient, and productive work environment.

  • Budget and Financial Oversight: Develop and manage the department’s budget, including capital improvement plans. Monitor expenditures and implement cost-saving measures.

  • Stakeholder Engagement: Collaborate with city officials, community leaders, and the public to identify needs, develop strategic plans, and communicate progress and outcomes.

  • Policy and Compliance: Establish and enforce policies and procedures for the operation of the Public Works Department. Ensure compliance with local, state, and federal laws and regulations.

  • Emergency Response: Coordinate and direct public works activities during emergencies. Ensure prompt and effective response to public safety concerns, natural disasters, and other emergencies.

Water and Sewer 

  • Infrastructure Maintenance and Improvement: Oversee the maintenance, operation, and improvement of water and sewer infrastructure to ensure reliable service and compliance with health and environmental regulations.

  • Regulatory Compliance: Ensure all water and sewer operations comply with local, state, and federal regulations, including water quality standards and wastewater treatment requirements.

  • Capacity Planning: Plan for future water and sewer capacity needs based on community growth and development trends.

  • Emergency Management: Develop and implement emergency response plans for water and sewer services, including water main breaks, sewer backups, and contamination incidents.

Streets

  • Maintenance and Repair: Oversee the maintenance, repair, and improvement of streets, roads, and related infrastructure, including potholes, signage, and lighting.

  • Capital Improvement Projects: Plan and manage capital projects for roadway infrastructure construction, expansion, and rehabilitation.

  • Traffic Management: Implement plans to improve safety and efficiency, including traffic signal management and road layout changes.

  • Winter Operations: Coordinate snow removal and ice control activities to ensure safe travel during winter months.

Stormwater Management 

  • Flood Control and Mitigation: Develop and implement flood control and mitigation strategies, including the maintenance of stormwater drainage systems.

  • Erosion and Sediment Control: Oversee erosion and sediment control efforts to protect water quality and reduce impacts on infrastructure.

  • Compliance and Permitting: Ensure compliance with stormwater management regulations and permits, including developing stormwater pollution prevention plans.

Animal Control 

  • Public Safety: Ensure public safety related to animal control, including managing stray, dangerous, or nuisance animals.
  • Shelter Management: Oversee the operation of animal shelters, ensuring humane treatment and efforts to adopt out animals when possible.
  • Community Education: Develop and deliver community education programs on responsible pet ownership, wildlife interactions, and prevention of animal-borne diseases.
  • Licensing and Enforcement: Manage animal licensing programs and enforce local animal control laws and ordinances.
General Administration and Leadership 
  • Budgeting and Financial Management: Develop and manage the department's budget, including forecasting, monitoring expenditures, and identifying cost-saving opportunities.
  • Strategic Planning: Lead strategic planning efforts to set long-term goals and priorities for infrastructure maintenance, capital improvements, and service delivery.
  • Staff Management: Hire, train, and lead a team of public works professionals, ensuring they have the resources and support needed to achieve departmental goals.
  • Stakeholder Engagement: Engage with community members, elected officials, and other stakeholders to understand needs, communicate service updates, and foster partnerships.
Important Duties
  • Attends Executive Leadership Team (ELT), Planning & Zoning, and City Council meetings.
  • Attends Ozark Transportation Organization (OTO) meetings; serves on various OTO boards and committees as the City representative.
  • Conducts routine staff meetings within own department.
  • Attends conferences, seminars, and meetings and studies new information to stay well-informed of current trends relating to their department.
  • Attends training sessions deemed appropriate by the supervisor or department head.
  • Bachelor’s degree in Civil Engineering or a closely related field from an accredited college or university.
  • A minimum of 3 years of progressively responsible experience in public works, civil engineering, or a related field, including substantial leadership and management experience.
  • Strong knowledge of the principles and practices of civil engineering, public works administration, and municipal budgeting.
  • Demonstrated ability to lead and manage teams, projects, and programs.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with various stakeholders.
  • Ability to respond effectively to emergencies and manage stressful situations.
Preferred Qualifications
  • Master’s degree in Civil Engineering, Public Administration, or related field.
  • Experience working in a municipal public works department.
  • Certifications in project management, floodplain management, or other relevant fields.
Knowledge, Skills, & Abilities
Must have a thorough knowledge of methods, equipment, materials, principles, and standard practices used in construction, maintenance, repair, and operation of public works structures and systems; Must be able to ensure compliance with, and follow standard safety practices and procedures common to construction and maintenance work; Must be able to manage, supervise, and coordinate the activities of a complex organization; Must be able to exercise sound judgment in evaluating situations and in decision making; Must be able to administer, plan, and direct comprehensive projects; Must be able to analyze and prepare comprehensive reports; Must have a working knowledge of GIS, Auto Cad, and accounting software; Must possess advanced working knowledge of the Microsoft Office Suite; Must possess superior communication skills including the ability to convey messages clearly and concisely in verbal and written form; be capable of utilizing creative problem-solving skills to address difficulties relating to a wide range of issues and situations; Must be able to maintain projects effectively and meet firm deadlines; Must be able to maintain records and prepare reports; Must be able to make decisions under pressure in areas of responsibility.

Special Requirements
  • Must possess a valid Missouri State Driver’s License and sometimes provide own vehicle for on-the-job transportation.
  • Must possess a valid Professional Engineer's license; Missouri registration, as issued by the State Board of Registration for Professional Engineers, required within six months of employment.
Miscellaneous Requirements
  • May be required to work various shifts, including nights, weekends, or holidays.
  • Must be a dependable person due to the small size of the workforce.
  • Subject to emergency call-in.

Physical Demands

Performs bending, sorting, kneeling, and reaching to both ground level and overhead as required for such tasks as retrieving files; lifts and carries up to 10 pounds; pushes and pulls up to 25 pounds; must be able to hold and grip objects; may be subject to sitting for long periods of time; ability to operate a computer keyboard and mouse.

Work Environment

Primarily indoors with heating and cooling in a general office environment. May be required to visit construction or project sites as needed outdoors.
