Job Description

The City of Raleigh is seeking a Commercial Building Plans Examiner to provide advanced, skilled reviews of buildings, building systems, and/or structural plans for compliance with building codes, laws, and regulations and may serve as a technical resource and/or lead over other staff conducting plan reviews and/or inspections. Incumbents are required to be certified as a Building Code Enforcement Officer and preferred to have certifications in other trades as well (Electrical, Plumbing, Mechanical, and Fire) but not required. As assigned, incumbents may serve as lead workers, assigning work and monitoring work completion.

Duties and Responsibilities

  • Performs advanced technical commercial plans review for new or existing buildings, structures and/or building systems to determine compliance with applicable building codes, laws and regulations; reviews plans for renovations, alterations, additions, and/or field revisions; researches project-related information; reviews submittals and makes approval/denial decisions.
  • May serve as lead worker, assigning work and monitoring work completion.
  • Gathers and documents details of plans/submittal review; determines compliance and Issues permits based upon approved plans.
  • Performs field evaluations and investigations; performs research and reviews equipment specifications; consults with design professionals; determines and documents compliance issues.
  • Provides technical expertise, advice and guidance related to code compliance questions and interpretations; provides communications and customer support to permit applicants and other stakeholders; coordinates reviews with other departments; recommends alternatives and solutions for maintaining compliance.
  • Maintains records, files and documentation of code information, resources and code changes.
  • Performs other duties of a similar nature and level as assigned.
  • Identifies, develops, implement and maintains processes and practices that encourage, support and promote effective, comprehensive and meaningful citizen engagement.

Typical Qualifications

Education and Experience
Bachelor's degree in building construction or related field and two years of code enforcement and/or inspection experience.
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Licensing/Certifications

  • Valid North Carolina Class C Driver's License, or ability to obtain within 60 days of hire, and a satisfactory driving record.
  • Licensure in Building Code Enforcement.
  • North Carolina Level III Inspection and/or Plans Examiner certification in Building or equivalent.
Preferred Qualifications
  • Additional licensed trades in Building Code Enforcement.

ADA and Other Requirements:
Positions in this class typically require: stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, seeing and repetitive motions.
Medium Work:
Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Working Conditions:
Work is performed in both the field and in an indoor office environment with frequent exposure to hazardous physical conditions (such as mechanical parts, electrical currents, vibration, etc.); frequent exposure to atmospheric conditions (such as fumes, odors, dusts, gases, poor ventilation, etc.); moderate exposure to hazardous materials (such as chemicals, blood and other body fluids); frequent exposure to environmental conditions (such as disruptive people, imminent danger, or a threatening environment); frequent exposure to extreme temperatures, inadequate lighting and movement restrictions; and moderate exposure intense noise or travel.
