City of Raleigh North Carolina is Hiring a Construction Project Manager Near Raleigh, NC

The City of Raleigh is seeking a Construction Project Manager within the Construction Management Division. This position will manage projects from inception through post-warranty period. Construction Project Managers are assigned projects that may range in size and scope from less than $1M to $200M.
The Construction Management Division within the Engineering Services Department is responsible for the delivery of vertical (building) construction projects. This division assists other City departments with capital improvement projects like fire stations, parks community centers, transit park and ride parking lots, entertainment venues (Raleigh Convention Center and Martin Marietta Performing Arts Center), etc. The variety of projects provides an interesting work environment where project managers are supported by their peers and supervisors. Educational opportunities are offered to strengthen and enhance construction management and technical skills. The Construction Project Manager performs project management of assigned capital improvement projects. This role is likely to be involved in early stages of project development i.e., determination of building and land needs; acquisition of professional services, completion of project design development, and performing construction administration. At project completion, the Construction Project Manager monitors the occupied building’s operation and works with the end user during the post-construction warranty period to address issues. All project managers are responsible for ensuring that projects are completed on time and within approved budgets. At this level, project managers work independently and are expected to understand plans, specifications, and building code requirements, applicable laws, be able to research complex technical issues, and resolve conflicts to ensure that projects proceed timely with minimal delays. Project managers at this level must be effective communicators for interactions with City Council, City leadership, and the public.

  • Assist internal customers with determination of capital improvement needs including building size and parcel requirements; operational and functional considerations, and identification of relationships with other stakeholders and user groups
  • Lead and oversee the acquisition of professional services including architectural and engineering services, construction materials testing, cost modeling and scheduling, etc
  • Oversight of project development through all design phases and bidding
  • Preparation of agenda items and supporting documentation to request approval of contracts and change orders
  • Performance of construction administration during active construction and oversight of post-construction warranty period. Responsible for project close-out including financial close-out
  • Perform project updates through written communication and in-person presentations

Education and Experience:

Bachelor's degree in engineering or directly related field.

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing and Certifications:

  • Valid North Carolina Class C Driver’s license with a satisfactory driving record, or the ability to obtain within 60 days of hire

  • Registration as an Engineering Intern or Associate AIA by the State Board

  • Utilizing a computer and relevant software applications
  • Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction
ADA and Other Requirements: 
Positions in this class typically require: stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, seeing and repetitive motions.
Medium Work: 
Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Working Conditions:
Work is performed in both the field and in an indoor office environment with frequent exposure to hazardous physical conditions (such as mechanical parts, electrical currents, vibration, etc.); frequent exposure to atmospheric conditions (such as fumes, odors, dusts, gases, poor ventilation, etc.); moderate exposure to hazardous materials (such as chemicals, blood and other body fluids); frequent exposure to environmental conditions (such as disruptive people, imminent danger, or a threatening environment); frequent exposure to extreme temperatures, inadequate lighting and movement restrictions; and moderate exposure intense noise or travel.
