Description

The Assistant Finance Director at the City of Plymouth will provide high level professional and technical accounting and finance work to continue to improve and move the organization forward. This position will develop and ensure control of financial records, processes and procedures and supervise general accounting operations and cash management activities. The Assistant Finance Director will assist staff with responsibilities and projects to ensure accuracy, completeness and timeliness of financial information.

Essential Functions

Lead and supervise accounting staff in a manner that inspires effective performance and advancement of city priorities.

  • Foster a respectful workplace and champion a culture of belonging and inclusion.
  • Provide effective management of day-to-day operations by hiring and retaining staff to perform essential duties, providing supervision, delegation, coaching and training.
  • Ensure high performance and service standards are met, set division goals, provide motivation, recognition or course correction as needed. Complete regular performance evaluations and recommend pay adjustments or other recognition as needed.
  • Work closely with team leadership to set strategy and advance city and department goals and objectives.
  • Participate in professional organizations and implement best practices where appropriate.
Perform financial accounting and reporting in accordance with GAAP and GASB.
  • Responsible for high level accounting work, reports and assignments.
  • Provide assistance in the analysis of fees and charges.
  • Record and reconcile property taxes and special assessments.
  • Review reconciliation of general ledger accounts.
  • Monitor general ledger for errors and budgetary control.
  • Assist in the preparation of the city’s Annual Comprehensive Financial Report.
  • Coordinate annual financial statement audit and preparation of workpapers.
  • Assist in the preparation of the annual State Auditors reports, other annual reports and financial surveys as necessary.
  • Work closely with the finance director in the development, implementation and evaluation of accounting controls, processes and guidelines.
  • Assist in planning, developing and publication of the biennial operating budget and capital improvement plan (CIP).
  • Provide research and assistance on various financial projects and projections (e.g., long-term health of internal service funds).
Manage financial systems.
  • Review system updates and troubleshoot issues.
  • Setup/remove users and related roles/workflows.
  • Participate in the selection and implementation of a new financial/HR/utility billing system.
Provide exceptional customer service to internal and external customers.
  • Interact with others in a manner that is professional and inspires open communication.
  • Help to create and maintain a respectful workplace culture and champion diversity and inclusion.
  • Participate in citywide training designed to strengthen competencies in areas such as collaboration, communication, leadership, decision-making and problem solving.
  • Demonstrate a full understanding of - and respect for - the diversity of the community, co-workers, and supervisors, including individuals with disabilities or individuals whose first language may not be English.

Execute other duties and assignments.
  • Provide research and assistance as necessary to accounting staff and other departments.
  • Monitor timeliness and accuracy of day-to-day operational activity.
  • Perform duties (e.g., payroll review, utility billing, investing, etc.) of finance leadership in their absence to ensure continuous division operation.
  • Keep finance leadership promptly informed of significant matters.

Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in accounting or a related field.
  • Three years of progressively responsible accounting experience.
  • Proven ability to lead and motivate others.
  • A minimum of one year of government accounting experience which may include private sector experience related to public sector organizations or GFOA/GASB education.
  • Demonstrated conduct/performance that supports and advances the City of Plymouth's mission and guiding values, as well as the City Council's strategic themes.
  • Demonstrated knowledge of generally accepted accounting principles (GAAP) and governmental Accounting Standards Board (GASB) standards.
  • Proficiency in computer programs including Microsoft Suite of applications, as well as experience with automated computerized accounting systems.
  • Ability to communicate effectively orally and in writing.
  • Ability to work independently on assignments and projects through completion.
  • Ability to establish and maintain a good working relationship with staff and others.
  • Ability to manage multiple tasks, meet deadlines and work effectively under pressure, completing work in a timely and accurate manner.
  • Ability to effectively problem solve.
