City of Pittsburgh is Hiring a Painter Foreman, Public Works Near Pittsburgh, PA

Supervises and directs the work of Public Works Painters.

Salary: $67,063 per year. 

Union: This position is included in the American Federation of State, County and Municipal Employees Union, Local 2037 and will be filled in accordance with the provisions of the Memorandum of Understanding.

Qualifying Requirements:

Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

  • WORK EXPERIENCEApplicants must clearly meet or exceed one of the following requirements listed below to qualify for this position. (Less than full-time experience will be calculated on a pro-rated basis.)

  • EDUCATION/TRAINING: The application must clearly show a high-school diploma or GED equivalency; vocational education/training preferred. 

  • EQUIVALENCYEducation/training may be substituted for work experience on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The total qualifying requirement is five (5) years. Candidates who did not go through an apprenticeship program to obtain a Journeyman Certificate MUST show five (5) years of Construction Supervision experience. Eligible applicants must possess one of the following combinations of education and work experience:

  • Painter Journeyman License one (1) year experience supervising others (5 Total Qualifying Years);

-OR-

  • Four (4) years Painting work one (1) year experience supervising others (5 Total Qualifying Years);

-OR-

  • Five (5) years supervision work in the construction industry (5 Total Qualifying Years). 

If you meet the qualifying requirements listed above, you will be sent a letter of admission (when applicable) for the following examination(s). You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position. Candidates who receive job offers must pass a medical examination (when applicable) prior to start date.

  • Performance: None required for this position.
  • Medical: Required Required (including Color Vision and Depth Perception Exam).  
  • Supervises and directs the work of assigned personnel for facility-related painting work: painting, drywall finishing, sanding, skim coating, varnishing, HVLP-spraying.
  • Oversees the proper selection and application of paints and paint products for all tasks/materials.
  • Evaluates work; recommends and implements approved disciplinary and/or corrective action; provides training and/or technical assistance as requested or required.
  • Participates in hiring, training, and onboarding processes for DPW Painters. 
  • Maintains inventories of paint, paint samples and paint products in Facilities Warehouse and other City facilities. 
  • Estimates time and materials for jobs; requisitions and controls supplies, materials, and equipment.
  • Interprets and follows instructions contained in architectural drawings, work orders and procedures.
  • Ensures adherence to City and departmental safety policies and procedures.
  • Manages financial transactions for all painting work: procuring contracts, processing invoices, placing purchase order requests.
  • Recommends acquisition of materials, supplies and equipment to Superintendent -Facilities.
  • Maintains records (e.g., time sheets, material costs, Foreman reports, quality assurance/control documentation, etc.) and manages tasks through the City’s work management system (Cartegraph) and other manual methods.
  • Plans, develops, directs, coordinates, organizes and controls the materials, equipment and personnel under jurisdiction toward the effective, efficient and economical attainment of program goals, including maximum convenience to the public and safety of employees.
  • Manages area of responsibility in strict accordance with applicable laws, regulations and established policy including union agreements to ensure fair and standardized treatment of employees.
  • Performs such other related tasks and duties that are assigned or required.
