ABOUT THIS POSITION

The Phoenix Fire Department (PFD) Technical Services section is looking for a dynamic technology manager for the vacant Lead IT Systems Specialist position. This is a management-level position reporting to the PFD Assistant Chief Information Officer. The IT Manager plays a strategic and technical role with the responsibility of managing four critical, customer-centric teams.

This position is responsible for the strategic planning and management of all PFD end-user devices, including dispatch-related equipment in fire apparatus and fire station alerting equipment in the Computer Aided Dispatch (CAD) Consortium. The regional impact of this position spans across nineteen agencies and services twenty-nine jurisdictions. The IT Manager is responsible for developing and implementing technology strategies that are in alignment with the City of Phoenix technical standards and the long-term technology vision of the Phoenix Fire Department and CAD Consortium partners. This position is also responsible for participating in the coordination and acquisition of new equipment and software to determine the relative costs and benefits to the CAD Consortium partners and Phoenix Fire Department.

This position reports in-person to 150 S. 12th St., supports 24/7/365 operations, and participates in a mandatory after-hours, on-call rotation.

The primary job duties of this position include, but are not limited to:

  • Develop and implement a technology strategy that ensures achievement of the required service levels of the PFD and CAD Consortium partners.
  • Plan, coordinate, and manage the work of all resources assigned to support and maintain PFD's critical services and systems.
  • Coordinate and collaborate effectively with the management team and peers.
  • Develop and implement an effective mobile device management strategy for PFD's growing mobile fleet.
  • Develop and implement a strategy and plan for managing, updating, and patching MCTs utilizing the latest tools and means of communication.
  • Establish a service model for managing, maintaining, and supporting CAD Consortium partners.
  • Attend meetings and manage strategic relationships with the Regional Wireless Cooperative (RWC), Radio Shop, and other internal and external entities.
  • Perform an evaluation of existing practices and implement process improvements and automation to enhance service delivery to internal and external stakeholders.
  • Propose, install, and maintain audio-visual systems that enhance collaboration and communication while ensuring adherence to the City's security protocols.
  • Ensure the overall system architecture is in alignment with City of Phoenix technical standards and the long-term technology vision of the PFD.
  • Work with other managers to plan, coordinate, and budget for the acquisition of new equipment and software.
  • Coordinate and manage the relationships and contracts with PFD's third-party vendors for station alerting and mobile computer systems.
  • Foster and manage relationships with the City's ITS Department to ensure PFD's technical needs are met.
  • Actively research available technologies and National Fire Protection Association (NFPA) standards as it relates to dispatching services.

IDEAL CANDIDATE

  • Knowledge of EHR, HIPAA, and PII.
  • Knowledge of ITIL, MCIE (Mobile Communications and Electronic Installer), or Cisco UCC.

SALARY

Pay Range: $97,780 to $144,476 annually.

Hiring Range: $97,780 to $131,040 annually.

MINIMUM QUALIFICATIONS

  • Three years of experience developing, evaluating, using, and maintaining technical system hardware and software.
  • Bachelor's degree in computer science, math or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

  • Three years of supervisory experience in managing service desk, telecommunications, and/or public safety systems and applications.
  • Three years of experience in developing budget, policies and standards, and presentations to senior management.
  • Three years of experience in cybersecurity and implementation of security policies and standards.
  • Supervisory/managerial experience with managing multiple teams and preparing and managing operating and capital budgets.
