The City of Phoenix Finance Department has a vacancy for an Accountant I in the Controller’s Office. This Office provides a variety of fiscal services for the City, such as satisfying the City’s financial obligations through Accounts Payable, paying our City employees through Central Payroll and producing City Council Payment Ordinances in Administration.

The Accountant I will perform entry-level, professional accounting work with minimal supervision in the Accounts payable section. The primary function of this role is to process vendor invoices for payment. This position will report to the Accounts Payable Supervisor.

Responsibilities include:

  • Verifying accurate tax codes and rates are being billed on vendor invoices.
  • Reviewing, developing, analyzing, and modifying specific accounting procedures to ensure efficiency and accuracy.
  • Responding to inquiries and requests for information (over the phone and via email) from vendors, customers, and staff in other departments of the City.
  • Working with:
    • Vendors, departments, and contract owners to resolve invoice discrepancies.
    • Vendor Support to help maintain accurate vendor records.
  • Processing:
    • A large volume of invoices and credit memos in the SAP Financial System.
    • Capital Improvement Project (CIP) payments daily and large City-wide summary billings monthly.
    • Invoices based on net payment terms and any possible discounts according to the terms of a vendor contract.
    • Payment Control Documents (PCDs), Affidavits of Lost Warrant for missing payments, cash receipts for vendor refunds, and the Accounts Payable duplicate report.

IDEAL CANDIDATE

Exhibits:

  • Familiarity with accounting transactions rules, regulations, and internal controls.
  • An understanding of:
    • Governmental accounting concepts such as encumbrance.
    • The City of Phoenix requirements pertaining to processing documents and encumbering funds.
  • Ability to:
    • Manage data using programs such as Microsoft Access and Excel.
    • Collect and analyze financial data such as source documents used for accounting records of initial entry, control accounts, and financial reports.
  • Strong:
    • Technical writing and review capabilities (e.g. policies, procedures, rules, and reports).
    • Organizational skills to manage multiple tasks, prioritize at short notice, and process documents timely and efficiently.
    • Verbal and written communication skills are also very important due to the regular interaction with our internal and external customers.
  • Proficiency using Microsoft Excel.

SALARY

Pay Range: $23.74 - $40.61 per hour.

Hiring Range: $23.74 - $35.08 per hour.

MINIMUM QUALIFICATIONS

  • A bachelor's degree in accounting or finance; or
  • Four years of paraprofessional accounting experience.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

  • Administrative work experience related to account management.
  • Accounts payable, accounts receivable, and procurement experience.
  • Experience:
    • Providing multi-level Customer Service.
    • Resolving invoice discrepancies.
    • Maintaining vendor/customer records.
    • Reconciling accounts for internal and external customers.
    • Processing large volumes of invoices, credit memos, Capital Improvement Project (CIP) payments, and processing Payment Control Documents (PCD).
  • Experience working with:
    • Computerized accounting systems and software such SAP.
    • Vendor Invoice Management (VIM) system or SRM eProcurement.
    • Multiple funding sources.
  • Experience working in a fast-paced deadline driven environment.
