Bachelor's degree in Building Construction, Construction Management, Architecture, Engineering or closely related field, plus six (6) years of professional experience in construction project management including two (2) years of supervisory experience.
An Associate degree may be considered in lieu of the Bachelor’s degree with ten (10) years of experience as defined above. A Master’s degree in an applicable field is preferred. Certification as a Registered Architect, Professional Engineer, Building Contractor or General Contractor is preferred.
Must possess a valid Florida’s Driver’s License and have an acceptable driving record and maintain an acceptable driving record.
Code 1: Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident by incident basis, the employee’s Department Head will make the determination as to who will be required to work.
Under limited supervision, performs skilled administrative and professional work in the management of all aspects of large, complex construction projects. Responsible for ensuring successful completion through the use of existing workforce, equipment and contractors. Independent judgment and initiative are required in carrying out goals and objectives of the Facilities Department.
Work involves planning, developing, organizing and coordinating facility construction projects city-wide. Oversees City construction contracts, warranties and agreements. Employee is responsible for monitoring records of expenditures throughout the year to ensure that monies are handled properly; and receiving and evaluating bids and price quotations for construction projects. Considerable tact and courtesy required in frequent contact with contractors, City staff, elected officials and general public. Reports to the Facilities Director.
ESSENTIAL JOB FUNCTIONS
Establish and manage the development and implementation of the Facilities Division goals and objectives and create best practices.
Formulates functional design criteria for major, complex construction projects. Defines the scope of project in order to determine engineering services needed. Analyzes construction projects under consideration for satisfactorily functional design criteria elements.
Coordinates all aspects of construction projects; which includes, compiling bid packages, assisting the acquisition of qualified contractors and acquiring necessary permits. Prepares RFP information, including defining the technical scope of work needed. Reviews bid proposals received from contractors and vendors and makes recommendation on award of contracts.
Monitors and coordinates the work of consultants and contractors involved in various projects and represents the City’s interest at project meetings.
Plans, schedules and implements construction activities designed to provide quality facilities within city Buildings; oversees construction work to determine acceptability and conformance to standards.
Compiles information for project contracts; such as, costs, time schedules and work elements. Monitors project through to completion and ensures compliance with plan specifications. Reviews fees and hours with various firms.
Tracks and coordinates the inspection of projects for adherence to federal, state and local building codes and other appropriate federal, state and local regulations.
Coordinates construction projects with other City departments, outside agencies and the public, as needed.
Provides direction to contractors and coordinates project implementation and requirements between local officials and contractors.
Monitors expenditures for the various construction projects.
Maintains records on project progress, permitting, change orders, financial data and other information.
Participates in professional groups and committees; stay abreast of new trends and innovations and maintains technical or professional knowledge through such means as attending seminars, reviewing professional publications and taking classes in the field of construction maintenance and administration.
Reads and interprets Blue Prints and mechanical drawings.
Computer proficient including full working knowledge of Microsoft Office Suite and the use of Building Management Software, as well as the ability to learn new software quickly.

Life Insurance: The City of Palm Bay provides each employee with life insurance in the amount of one time their annual base salary at no cost. Additional coverage is available at the employee's cost up to the Guaranteed Issue amount of $250,000.
Dependent/Spouse Life Insurance: The City of Palm Bay provides each employee with dependent/spouse life insurance in the amount of $5,000 per dependent at no cost. Additional coverage is available at the employee's cost.
Short Term Disability: Coverage pays 66 2/3% of employee's annual base salary during a short-term disability period not to exceed 26 weeks.
Long Term Disability: Coverage pays 66 2/3% of employee's salary at time of disability after a 180 consecutive day waiting period.
Defined Contribution Retirement Plan: City contributes a base of 3%. Employees may contribute up to 6% and the City will match the employees contribution.
Holidays: 10 holidays and 1 birthday holiday.
Paid Leave: Accrue 96 hours of vacation and sick leave per year. Accrued vacation hours increase after 10 years of service. Administrative leave for exempt employees – 48 hours per year.
