The City of Pacifica is a beautiful coastal community, just south of San Francisco. Currently, the City Manager’s Office has an opening for a customer service oriented, human resources professional to join our team as the Human Resources Manager.
THE POSITION
The Human Resources Manager, an at-will position, under general direction of the Assistant City Manager, recommends, develops, implements and evaluates goals, objectives, policies and procedures related to assigned human resource program functions, such as benefits, classification and compensation, recruitment and selection, among others. Consults and collaborates with City departments, employees, labor organizations, commissions, advisory boards and the public on relevant aspects of assigned program area. This is a management classification located in the City’s central Human Resources Division with overall responsibility for the day-to-day operations, which has Citywide impact. The Human Resources Division is comprised of 3.0 FTE (1 Human Resources Manager, 2 Human Resources Analyst), who come together to support the full-service City-wide efforts of over 188 FTE and approximately 30 – 120 PTE.

EXPERIENCE, TRAINING AND QUALIFICATIONS GUIDELINES
Experience
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. Highly desirable 5-7 years of Human Resources public sector experience with two years of supervisory leadership.
Training
Bachelor’s degree from an accredited four-year college or university with major coursework in Business, Human Resources, Public Administration, or a closely related field highly desired.
License/Certification
Retirement: California Public Employees Retirement System (CalPERS):
Miscellaneous Tier One – 2.5% @ 55 years of age for CalPERS classic members contribution.
Miscellaneous Tier Two – 2.0% @ 62 pension formula shall apply to those hired on or after January 1, 2013.
Health Benefits: Health benefits are offered through the CalPERS Health Program. The City will contribute toward the cost of health benefits to cover a majority of the premium, based on coverage level. Health In-Lieu Payment Plan: The City will pay a monthly taxable $550 in–lieu payment to eligible employees who decline coverage and certify eligibility for health coverage through another group health plan.
Dental and Vision: The City offers vision through VSP; dental through Delta Dental, typically covering 100% paid premiums of dental expenses and $2,000 lifetime orthodontic maximum for employee and dependents.
Vacation Leave: 11-27 days annually depending on years of service.
Holidays: 11 paid holidays plus 2 Floating Holidays annually.
Sick Leave: You will earn (1) day per month.
Administrative Leave: 72 hours per fiscal year.
Deferred Compensation: choice of three plans.
