Plant Manager Calera Creek Water Recycling Plant

Under the general direction the Wastewater Treatment Plant Operations Manager will supervise all activities of the Operations Division, including operation, maintenance and laboratory services with the ability to plan, organize and direct the activities of the Wastewater Treatment System Division. The Plant Manager will act as the Chief Plant Operator and will perform other duties as assigned.

Examples of Duties:

  • Schedule, supervise and review the work of operation, maintenance, and laboratory personnel assigned to the Operations Division of the Department of Wastewater.
  • Oversee a comprehensive preventive maintenance program of facilities. Ensure that supervisors conduct regular safety training and maintain a safe work environment.
  • Develop and maintain a training program for employees; ensure that they maintain required certification.
  • Formally evaluate job performance of assigned employees.
  • Work to complete Department and Division goals and objectives.
  • Prepare and manage the Division budget; propose, develop and manage capital projects and manage contracts for the Division.
  • Prepare reports and make presentations to the City Manager, City Council, or others as required.
  • Develop and maintain good working relationships with supervisors, co-workers, elected officials, professional peer groups and the public.
  • When required, maintain 24 hour availability to address Division emergencies.
  • May perform any work of the Division on short notice.

The Wastewater Treatment Plant Manager will review and analyze laboratory tests and implement parameter changes; perform technical research work, detailed analyses, and prepare comprehensive reports.

JOB RELATED AND ESSENTIAL QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Experience:

Five years of increasingly responsible experience in the maintenance /operation of a wastewater treatment plant, with at least two years of supervisory capacity.

Training & Education:

Equivalent to a Bachelor's Degree from an accredited college or university with major course work in Environmental Science, Civil Engineering, or related field. College coursework in environmental science, civil engineering, or other related discipline can be substituted for experience on the basis that two years of coursework equals one year of experience with a maximum of four years of coursework equaling two years of experience. Continuing education in related subjects including supervision and project management is desirable.

Certificates/Licenses:

  • Possession and maintenance of a current Grade IV Wastewater Treatment Plant Operators Certificate or higher as issued by the California State Water Resources Control Board.
  • Substitution: Grade III certification and proof of eligibility of Grade IV certification exam qualification may be considered. Grade IV Wastewater Treatment Plant Operator Certificate will be required within one-year of appointment.
  • Possession a valid Class C California Driver's License.

Examination and Selection Process:

Applications will be reviewed for minimum qualifications and only those applicants identified as the "most highly qualified" will be invited to participate in an oral panel interview examination for Thursday, February 15, 2024 and final interview will be scheduled for the week of February 19, 2024. Candidates passing the examination will be placed on the Eligible List. Only the top applicants may be invited to the Departmental Interview for selection. Depending upon the number of candidates, this process may be altered.

After a mutual interest has been established, the final candidate must pass a fingerprint check submitted to the Department of Justice and will be asked to submit 4 to 5 references. Upon successful completion of the fingerprinting, background investigation and reference checks, candidates must complete a medical evaluation, including drug testing, prior to appointment.

Ideal Candidate

Will be knowledgeable in:

  • The operation of wastewater treatment plant operations including grit removal, sequenced batch reactors, sandfilter, ultraviolet disinfection;
  • SCADA (Supervisory Control and Data Acquisition) systems;
  • Effluent reclamation and reuse;
  • Autothermal Thermophelic Aerobic Digestion;
  • Odor control methods;
  • Water quality chemistry and bacteriology;
  • Equipment maintenance practices and laboratory procedures and QA/QC (Quality Assurance/Quality Control).

Benefits

Benefits. The City of Pacifica provides a highly competitive compensation and benefits package that includes the following:

  • Retirement: The City contracts with CalPERS to provide a retirement plan that utilizes the formula of 2.5% @ 55 for "Classic members" or 2% @ 62 for "PEPRA members." Classic Members contribute 8% employee contribution plus 2.5% employer cost share for a total contribution of 10.5%. PEPRA members pay 6.75% employee contribution plus 2.5% employer cost share for a total contribution of 9.25%. The City does not participate in Social Security.
  • Insurance: The City provides its employees with a medical insurance allowance that allows employees to purchase medical insurance through either Teamsters Union #856 Health and Welfare or CalPERS medical benefits plan. Some plans require employee contributions.
  • Employees with proof of qualifying health insurance coverage through another group health plan may qualify for a "Health In-Lieu Payment" when declining city coverage.
  • The City contributes toward a dental insurance plan and vision plan for employee and all eligible dependents.
  • The City pays premiums for:
    • Life insurance premium in the amount of two (2) times annual salary up to $200,000.
    • Long term disability insurance (to begin sixty days after onset of non-work-related illness or injury).
  • Deferred Compensation – May participate in the 457 deferred compensation plan with one of three offered plans.
  • Vacation – Accrual begins at ten (10) days annually and increases based upon years of service.
  • Sick Leave – Twelve (12) days per calendar year
  • Administrative Leave - 72 hours per fiscal year
  • Holidays – Thirteen (13) holidays (includes two floating holidays pro-rated based upon hire date) per year.
  • Union and Probation – Position is a member of Teamsters Local 350 and serves a twelve (12) month probationary period. Long-Term Disability Insurance and Life Insurance: City provides paid long-term disability and life insurance coverage through VOYA Financial, and an Employee Assistance Program through CONCERN.
