Summary:
This is a professional position responsible for complex work involving administration of the City’s risk management program, including workers’ compensation claims management, general liability claims management, maintenance of the City’s self-insurance program, and procuring and maintaining additional workers’ compensation, property and casualty, and various other insurance coverages. Individual must be adept at working with and coordinating among all departments and various entities, able to exercise considerable independent judgment and initiative, understand insurance and risk concepts and make informed and well-reasoned recommendations.
Essential Duties and Responsibilities:
Administers the City’s risk management program including but not limited to: work-place safety programs; workers’ compensation; claims management; and property and casualty insurance.
Manages workers’ compensation claims by coordinating with employees, third party-administrators, physicians, and attorneys as needed.
Coordinates procurement and renewal of all insurance coverages such as liability, property and casualty, and workers’ compensation. Research and determine appropriate coverage levels and make recommendations on existing and potential coverages.
Develop, implement, and communicate related policies, procedures, and practices based upon established best practices.
Facilitates resolution of all workers comp claims, including attending mediation proceedings, working with third party administrator and outside counsel, and preparing and presenting recommendations to City’s Claims Committee .
Conduct initial record gathering for initial investigation of general liability claims.
Plans, coordinates, and participates in all safety programs and committees, provides tailored training programs and materials to City departments; maintains and updates city or department safety manuals as needed.
Investigates accidents and safety violations, makes recommendations to the department directors for safety improvements, and initiates any oversees related reports and claims.
Maintains records relating to City property, vehicles, and all other equipment for insurance purposes.
Responds to and investigates accidents involving possible damage to city property, and damage to private property allegedly resulting from City operations including but not limited to vehicle use, utility services, etc.
Prepares in partnership with broker of record and presents reports to the City Commission for purchase recommendation of insurance coverage and renewals.
Processes, coordinates and monitors lawsuits, workers’ compensation claims and settlements.
Participates in the approval process for new vendors by reviewing certificates of insurance to ensure the minimum requirements are met.
Conducts research and submits written reports as needed.
Manages all aspects of subrogation recovery and restitution for damage to city property.
Performs special projects as directed.
Assists in preparation for, response to, and recovery from, the impacts of a wide variety of disasters or emergency situations and may be temporarily assigned to other duties, locations, and shifts.
Meets attendance requirements.
Promotes positive customer service environment internally and externally.
Performs other job-related functions as assigned.

Education and/or Experience:
Bachelor’s degree in risk management, public administration, business, human resources, or related field plus additional courses/seminars related to risk management functions. Five (5) years’ experience in risk management preferred. Preference may be given to candidates with experience in municipal or county risk management. A combination of education and experience may be considered.

Valid Florida Driver License.
Knowledge of principles, practices and techniques of safety and risk management, workers’ compensation, municipal insurance issues, and human resources polices.
Knowledge of insurance terminology, claims management and Florida Public Records Law.

Ability to meet job demands under some stressful situations.
Ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5 – 10 pounds). Tasks involve extended periods of time at a keyboard or workstation.
