STAFF JOB DESCRIPTION

Working Title: Public Health Data Analyst

Civil Service Title and Class Code: Health Project and Planning Senior Analyst

Division/Unit: New Orleans Health Department

Salaried (Exempt) or Hourly (Non-exempt): Exempt

I. Summary of Position

The Public Health Data Analyst will drive public health informatics efforts at the New Orleans Health Department. This position will play a critical role in increasing NOHD’s capacity to make data-driven decisions, implement innovative solutions, and effectively evaluate interventions. The Public Health Data Analyst will be responsible for collecting, analyzing, and interpreting a public health data, managing data and data systems, and conducting ongoing research and program evaluation. As a part of the Strategic Performance and Partnerships team, the Public Health Data Analyst will work alongside staff specializing in data modernization, quality improvement, and strategic planning to facilitate performance improvement internally and to contribute to equitable health outcomes for our community. This position is expected to respond to public health emergencies and will require non-traditional working hours on occasion (nights and weekends as needed).

II. Organizational Relationships

Supervisor: Manager of Strategic Performance and Partnerships, New Orleans Health Department

Assignments received from: Deputy Director of Core Health Priorities, Quality, and Equity, New Orleans Health Department

Interacts with:

  • NOHD Strategic Performance and Partnerships team
  • NOHD Program Managers and Data Analysts
  • NOHD senior leadership
  • City of New Orleans departments
  • Local and state health departments
  • Community partners, coalition leaders, and residents

Individuals supervised: Interns as needed

III. Duties and Responsibilities

A. Core Functions (provide at least 3[JED1] ):

· Manage and analyze data in accordance with organizational and programmatic needs, adhering to relevant policies, data standards and requirements. This involves: collecting, entering, and cleaning data; structuring large datasets and managing databases and data collection systems; and visualizing, identifying trends, and interpreting data using statistical techniques.

· Assist with quality control and data validation, and conduct regular cleaning and quality assurance checks on data, data collection instruments, and documentation

· Lead the development of a monitoring and evaluation plan for the department that outlines the process and schedule for conducting process and outcome evaluations. Provide technical assistance for the planning, coordination, and execution of monitoring and evaluation projects as needed.

· Develop dashboards and other tools that incorporate visual elements such as charts, graphs, and maps visualizations for monitoring trends in organizational and programmatic performance, collaborative initiatives with external partners, and core plans [AS2]

· Use valid and reliable public health data to monitor health risks and factors affecting the community, synthesize data to assess issues, and contribute to community health status reports, presentations, and other methods to ensure stakeholder knowledge and awareness of public health issues

· Participate in the design and application of the community health improvement strategies with a particular emphasis on developing and implementing evaluation of specific, measurable action plans in partnership with public and private organizations

· Support program managers and Quality Improvement Specialist in identifying performance measures, associated data collection methods and protocols, and serve as a key member of Quality Improvement project teams as needed

· Provide ongoing support and technical assistance to NOHD program managers and data analysts to ensure that data is systematically collected, analyzed, and reported to NOHD leadership, external partners, and funders.[AS3]

· Collaborate with department leadership, unit managers, and members of the Strategic Performance and Partnerships team[AS4] to communicate and prioritize organizational data needs and facilitate alignment of core plans

· Contribute to future grant applications

B. Additional Responsibilities (if applicable):

· Contribute to equity, quality improvement and organizational development initiatives within the Health Department

· Participate in the Health Department’s emergency response activities as needed.

  • Special projects and additional duties as assigned

C. Physical Requirements, if any:

  • Occasionally required to lift 25 pound boxes

IV. Examples of Work (provide 3-5 examples)

  • Develop and disseminate internal survey to gather information regarding NOHD staff perspectives and experiences, conduct statistical analysis on survey data, summarize findings, and work with team members to make recommendations for future Strategic Plan interventions
  • Create and maintain internal dashboards for leadership to monitor key performance indicators and progress toward organizational objectives
  • Support NOHD quality improvement project teams in effectively analyzing project data and evaluating interventions
  • Facilitate the collection and analysis of public health data to revise and update community health assessment report

V. Qualifications and Skills

A. Minimum Qualifications and Skills Required by Department:

· A Bachelor’s degree from an accredited college or university in Data Analytics, Biostatistics, Epidemiology, Health Informatics and Information Systems or related field and a minimum of one (1) year of professional experience in degree area

Or

A Master’s degree from an accredited college or university in Data Analytics, Biostatistics, Epidemiology, Health Informatics and Information Systems or related field

· Experience working on a team conducting research or evaluation activities (quantitative and/or qualitative)

· Spreadsheet, word processing, and web-based survey software experience required

· Experience programming with statistical packages and computing basic descriptive statistics including cross-tabulations and confidence intervals required

· Ability to present data and research findings in a variety of formats that clearly identify patterns in the data and potential inequities (e.g. reports, oral and visual presentations, such as data visualizations or geospatial mapping)

· Strong attention to detail and excellent organizational skills

B. Other Qualifications, Skills, and Competencies:

· Ability to manage time and adapt to changes in deadlines

· Ability to recognize when an issue needs further attention from a supervisor and inform management so that the problems can be addressed

· Collaborate with workforce and quality improvement staff to transform the current organizational culture to one of CQI and enhance strategic partnerships with civic and community organizations

· c. Change application and selection methods and provide training to reduce unconscious or conscious negative biases and to improve fairness. (WDP,SP):

a. A collaborative effort between the Workforce Director and Data Evaluator will develop performance management metrics to better and more equitably align NOHD’s workforce composition to that of the community served and of its needs.

· Strengthen training evaluation capacity:

a. The Training Coordinator and Data Evaluator will work together to survey staff on their training experiences, track progress, and evaluate the effectiveness of various programs and opportunities. They will review this evaluation yearly, and adjust supported trainings accordingly.

· Catalyze the collection and use of workforce data, to guide workforce planning, development, management, and forecasting.

a. The Workforce Director and Data Evaluator will work together to collect, compile, analyze and operationalize relevant data for planning and implementation.

· e. Upgrade human resource and other information systems and improve interoperability among systems. (WDP)

a. Working with the City’s existing HR system but augmenting as appropriate, the WF Director, Data Evaluator and HR manager will develop a transparent, easy to read dashboard focused on workforce issues.
