City of Miami Beach is Hiring a Deputy Director - Finance Near Miami, FL

This is highly responsible management and complex professional administrative work directing and controlling the daily activities of the City's Finance Department and monitoring and analyzing the City's financial condition to provide information to analyze, guide and assist in the decision-making process of senior management.
 
The employee in this classification is responsible for overseeing the daily operation of the Department including debt issuance, financial reporting, audits, general accounting, standard operating procedures (SOPs), financial policies, and computer systems set up and maintenance. Emphasis of the work is in the analysis of current operating performance and financial trends to monitor the City's current status and direction. Other responsibilities of the position include supporting the Chief Financial Officer and performing such duties and needed. 
 
Supervision is exercised through various levels of subordinates over a variety of technical professional, administrative, specialized, and clerical employees with assigned responsibilities in various departmental operations. General supervision is received from the Chief Financial Officer who holds the incumbent responsible for the attainment of desired objectives, the professional management of departmental operations, and for the quality of service provided to other departments and the general public.
 
  • Provides day-to-day staff leadership to ensure a high performance, customer service-oriented work environment that supports achieving the Finance department and the City’s mission, objectives and values. Supervises the work of assigned staff and establishes performance requirements and provides coaching for performance enhancement and development. 
  • Manage the financial reporting, capital accounting, and grants/financial compliance functions.
  • Assists with compliance of debt service schedules, obligations, bond covenants and other debt financing arrangements. 
  • Coordinates all new debt issues or refunding issues for the City Commission’s consideration. 
  • Oversees the preparation and presents the Comprehensive Annual Financial Report. Responsible for working and coordinating this process with the external auditors. 
  • Recommends and administers policies and procedures and makes recommendations for improvements or efficiencies. 
  • Implements and maintains electronic financial accounting and reporting systems. 
  • Ensures that effective internal controls are in place and functioning to maintain compliance with applicable federal, state and local regulatory laws and standards for financial reporting. 
  • Consults with and advises the CFO on finance related issues; prepares reports and makes presentations; keeps CFO informed of new legislation and accounting standards affecting the City finance policies. 
  • Serves as the City’s liaison with the External Auditors. 
  • Researches and prepares reports and/or provide information for presentation to the City Commission, City Manager, and department heads. 
  • Prepares and/or review highly complex journal entries and related supporting data. 
  • May represent the City in various capacities on panels, committees, task forces and other relevant forums 
  • Establishes and maintains cooperative and effective working relationships with the City and other government officials, representatives of public and private organizations citizen groups, outside suppliers and vendors, department heads, employees, and the public. 
  • Oversee the Department’s annual operating budget. 
  • Graduation from an accredited college or university with a bachelor's degree in accounting or, with 30 hours in accounting, economics or finance
  • A master's degree in business and/or CPA, CA, preferred. 
  • Considerable experience in governmental financial management in a supervisory capacity is required.
  • Comprehensive knowledge of municipal government accounting theory, principles, practices, and internal control procedures and requirements including GAAP, GAAFR and GASB. 
  • Comprehensive knowledge of the principles, practices and operating requirements of municipal government; accounting and financial management, including strong skills regarding regulatory compliance and reporting; and budgeting, finance, and project management. 
Physical Requirements:
  • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact.
  • Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, word processor, calculator, copier, and fax machine.
  • No significant standing, walking, moving, climbing, carrying, bending, and kneeling.
  • Some crawling, reaching, handling, sitting, standing, pushing, and pulling.

  • Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of all city ethics and conflicts of interest policies. Strong understanding of ethical behavior is required.
  • Ability to maintain regular and punctual attendance.
  • Performs related work as required.
  • Reports to work as directed during an emergency as an essential employee of the City of Miami Beach.
