City of Lewiston is Hiring a Public Works Coordinator Near Lewiston, ID

Hiring range is $53,422.37 to $63,099.71
Under the general direction of the Public Works Director perform analytical work requiring program or budgetary analysis; serve as the Public Works Department purchasing agent, assist Public Works’ managers in the design and implementation of possible solutions to problems, policy development, special studies, contract and project management.Working with project managers as needed, track project revenues and expenses. Serve as liaison to other Public Works managers, admin, and others involved with project management. 
 
In coordination with the city’s Purchasing Division, determine appropriate procurement method for proposed acquisition and coordinate the procurement process; coordinate requisitions for the purchase of goods and services, verifying proper descriptions, accounting codes and project information, providing proper documentation, and coordinate with Purchasing for timely issuance of purchase orders. 
 
Work with users, and the Purchasing Department to determine the most appropriate procurement method (bid, RFP, RFQ, cooperative contract, or sole source) for the purchase (supplies, equipment, vehicles, construction, services, professional services, or technology) and to develop specifications; draft and review RFQ’s, IFB’s prior to submitting to the city’s Purchasing Division for final review; determine dates for legal notice publications, pre-bid conferences, and attend the opening of bids/proposals. Prepare bid notification lists that include applicable vendors; research prospective vendors. Coordinate with the City of Lewiston’s Purchasing Coordinator(s) and Finance Department. Assure compliance with a variety of federal, state, and local laws, regulations, and City policies governing the purchasing and procurement function including the city’s Purchasing Policy.
 
Coordinate the Public Works budget submittal through the budget process to ensure timely submittal; Respond to and coordinate questions and answers during budget development. 
 
Monitor Public Works contracts, agreements, coop agreements for all necessary payments, due dates, and all other requirements. Ensures Public Works contracts are entered and maintained in the city’s contract management software.
 
Develop, implement and manage quality control programs for department administrative functions such as staff reports, correspondence records, budget reports and contract documents and the electronic document management system. Prepare and/or draft staff reports for the City Council and other major documents as needed; compile information for statistical, financial and budget reports; draft documents including contracts, resolutions, ordinances and grants. 

Serve as trainer for departmental policies and procedures and systems. Review, analyze and evaluate Public Works issues in connection with purchasing and budget; determine methods and procedures to be followed; develop and recommend programs and appropriate revisions based on analyses. Develop policy guidelines, decisions, program work plans, goals, and objectives for the Director’s review, use, and/or implementation.
 
Represent the department at meetings and conferences as assigned and perform related duties and responsibilities as required.Minimum Qualifications:
Minimum of five (5) years progressive professional work experience in accounting, business administration, finance, purchasing, procurement, and/or budget. Public Works administration experience in a full service organization (e.g water, sewer, transportation, and engineering services) preferred. Understanding of city or government workflow and knowledge of interpreting and applying laws preferred. High school diploma or GED. A bachelor’s degree in Business Administration, Public Administration, or Accounting preferred. Valid Driver's License.
Knowledge and Abilities:
Principles and practices of City government processes and workflow.
Principles and practices of public administration, customer relations, and purchasing.
Principles of contract preparation and administration and methods and techniques for negotiating contracts.
Pertinent Federal, State and local codes, laws and regulations and principles and practices of local budget preparation and administration.
Participate in the development and administration of goals, objectives and procedures and develop policy guidelines and/or decisions.
Manage and coordinate projects as assigned and understand project management.
Perform analytical work of a highly responsible nature requiring program or budgetary analysis. Prepare and administer large program budgets for operations and capital objectives.
Gather, assemble and analyze data and prepare clear and concise administrative, financial and analytical reports. 
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work. Sufficient body mobility, flexibility, and balance to perform duties in an office environment. Sufficient vision or other powers of observation, with or without reasonable accommodations, which permits the employee to review and evaluate work product and operate a computer or related equipment. Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodations, which permits the employee to, discern verbal instructions, effectively communicate with others in person or on the telephone. Occasionally, lifting or moving components weighing up to 30 pounds. Sufficient, dexterity of hand and fingers to operate a computer or related equipment.
