Oversees the work of subordinate skilled laborers engaged in electrical repair, carpentry, plumbing, painting, and heating and air conditioning repair to ensure that work is done effectively and in a timely and economical manner.ESSENTIAL DUTIES & RESPONSIBILITIES
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
  • Plans, schedules, and assigns work of subordinates; instructs and trains on methods and procedures to include safety techniques; checks and approves work; makes recommendations regarding employee performance.
  • Oversees electrical installations, replacements and repairs within rental homes.
  • Supervises heating and air conditioning installation, replacements, and repairs of systems on all rental properties.
  • Oversees carpenters build walls, install wood and glass doors, windows and trim.
  • Supervises plumbing and installations of new fixtures and pipes.
  • Supervises unclogging and replacement of main sewer lines.
  • Serves as a liaison to outside contractors who provide privatized services and materials to the City.
  • Maintains tools and keeps equipment in the proper order.
  • Maintains necessary records and purchases materials for repairs.
  • Supervises maintenance staff for division.
  • Provides safety training to maintenance staff.
  • Inspects and supervises the construction of new homes and apartment units.
  • Supervises painters in wall repairs and painting of exterior and interior of rental units.
  • May perform duties of carpenter as needed.
  • Will be required to be on-call after hours, weekends, and holidays.
  • Will be required to respond to after hour water line breaks and/or emergency repairs.
  • Will be required to drive a City vehicle for City business use.
  • Performs other duties as assigned.

Knowledge of 
  • Knowledge in the practices and procedures of general building and grounds maintenance.
  • Knowledge in heating and air conditioning repairs and installation of new A/C systems.
  • Knowledge of electrical and plumbing maintenance.
  • Knowledge of carpentry and painting trades.
  • Knowledge in purchasing procedures.
Skills and Abilities 
  • Ability to use computer hardware, various software programs and technologies, including word processing and spreadsheet programs.
  • Ability to read and interpret construction blue prints.
  • Ability to supervise subordinate personnel engaged in different fields.
  • Ability to read and understand operating budgets.
  • Ability to maintain good planning and organizational skills.
  • Ability to give directions to and gain compliance from assigned staff.
  • Ability to perform strenuous and routine work.
  • Ability to communicate effectively orally and in writing in the English language and orally in the Spanish language.
  • Ability to maintain a valid Texas Driver License and a good driving record.
  • Ability to maintain harmonious and effective working relationships with other employees and the general public.
  • Ability to project a positive and professional image of the City of Laredo.
  • Ability to maintain good health and physical condition sufficient to permit the full performance of the duties of the position.

Required Education and Experience
  • High School Diploma or G.E.D.
  • Six (6) months of educational training in Air Conditioning or Electric Technician (an unofficial transcript must be attached to the application)
  • At least five (5) years of experience in plumbing, electricity, heating and air conditioning, carpentry or related fields
Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.
As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.
Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.
Effective January 7, 2008, all persons in safety-sensitive functions/positions, as per City of Laredo Drug and Alcohol Policy definition, shall be subject to random drug and alcohol testing.
