City of Lancaster is Hiring a Construction Foreman and Heavy/Highway Operator Near PA, PA

This position is a construction crew leader, and a working supervisor that is responsible for safely operating heavy equipment during the performance of heavy/highway and civil construction work. This position is equivalent of a construction site foreman.
  • Follows safe practices in the performance of duties. Responsible for Trench and Excavation Safety for the employees on a work site, including identifying potential hazards and mitigating risks associated with the work. 
  • Responsible for the daily site logistics and work zone safety, such as traffic control and coordinating access to residents’ and businesses’ properties during the work. 
  • Ensures PPE is available to all employees and enforces its use. 
  • Organizes and exercises technical supervision over the crew under their direct supervision or as assigned from time to time.
  • Responsible for the supervisory responsibilities of the utility or civil construction work sites, including but not limited to water, sewer, stormwater, streets, and sidewalks. Supervises one or more crews of varying size depending on the needs of an assigned project. 
  • Responsible for operating heavy equipment, including tracked excavation equipment. Will operate snow removal equipment such as plows and salting equipment during snow events. 
  • Provides timely, accurate and thorough Performance Reviews for supervised employees, in conjunction with other supervisors.
  • Plans and prepares work for crews, ensures proper performance of tasks undertaken by their crews; maintains work and time records; prepares necessary job and cost reports as required by management.
  • Establishes a clear and correct scope of work for the project team. 
  • Responsible for providing accurate line and grade through the use of a transit, laser, and similar tools. 
  • Responsible for planning and scheduling in advance of a project, such as generating lookahead schedules and procuring materials needed to perform the work.
  • Responsible for the safe and effective use of equipment, labor, and materials to install, repair, or replace utility lines, manholes, inlets, hydrants, service lines, asphalt paving, concrete curbs and sidewalks, and other appurtenances of a utility system or public infrastructure network as directed. 
  • Responsible for jobsite safety, daily job logs, cost tracking, and accurate record keeping, including the production of as-built record drawings and photographic or video records.
  • Manages the shut-down and start-up of water flow around main line breaks.
  • Responsible for adherence to the Underground Utility Line Protection Act, also known as the PA One Call Law as updated in Act 50 of 2017. 
  • Responsible for the safe operation, handling, and transport of construction equipment and materials, including proper tie-down and security of all transported items. Responsible for adherence to all applicable motor vehicle codes in the transport of all vehicles, equipment, and trailers. 
  • Responsible for safe and effective lifting and rigging techniques. 
  • Responsible for ensuring all equipment routine and preventative maintenance is performed as needed to ensure longevity and reliability of the city’s capital investments. 
  • May be assigned temporarily to fill-in for other positions as needed, or as emergencies dictate, to ensure the general safety and convenience of the public. 
Education, Training and Experience
  • Graduation from High School or completion of a GED is required.
  • Graduation from a technical or vocational school with emphasis in a construction or engineering capacity is preferred. 
  • At least ten (10) years of hands-on, on-site experience in utility, heavy/highway, or civil construction is required. At least four (4) years must have been in a supervisory or leadership role. 
    1. Additional experience of twenty (20) years or more may be substituted for the educational requirements of this position at the hiring managers’ discretion. 

Licenses and Certificates
  • Possession of a valid Pennsylvania State Driver’s License is required.
    1. Possession of a CDL Class B license is required. 
    2. Possession of a CDL Class A license is preferred. The ability to obtain a CDL Class A license within one hundred eighty (180) days of hire is required (licensure costs provided by employer). 
  • Possession of a Heavy Equipment Operator Certification through the National Center for Construction Education and Research (NCCER), or an equivalent program, is preferred. 
  • Possession of OSHA 10 & 30 Hour training certifications is preferred. 
  • Possession of an Excavation & Trenching Competent Person certification as defined in 29 CFR 1926 Subpart P is preferred, and will be required to be obtained within ninety (90) days of hire (training provided by employer). 
  • Ability to obtain DEP Class E Licenses for Water and Wastewater systems within 12 months, if required by management. 
  • Preference will be given to candidates that possess other construction-related certifications, including but not limited to ACI, NICET, NECEPT, OSHA, NCCER, and other similar training and certification agencies. 
  • Knowledge of safe practices related to Heavy Construction, Equipment Operation, and Public Works.
  • Ability to operate vehicles and equipment on private and public streets, as well as off-road utility easements, is required. 
  • Must be able to read, comprehend, and explain blueprints and other technical documents. 
  • Proven proficiency in the use of the Microsoft suite of tools (Word, Excel, and Outlook) is required.
  • Proven ability to interpret, verify, and accurately enter data into a computer database is required.
  • Proven ability to work well under pressure and to maintain positive interactions with both external and internal customers.
  • Proven ability to follow directions and complete assignments is required.
  • Proven ability to respond quickly and effectively to emergency situations is required.
  • Proven ability to read, write, speak and comprehend English is required.
    1. Additional consideration will be given to candidates that are fluent in two or more languages. 
  • Proven ability to work as part of a team and to collaborate successfully with others is required.
  • Proven ability to adapt to new or changed situations and to show flexibility in making improvements in work processes and operations is required.
  • Proven ability to exhibit customer-centered behaviors and to focus on customer needs is required.
  • Proven ability to commit to excellence in service and to continuous improvement is required.

  • Personal Protective Equipment such as hardhats, gloves, safety glasses, ear protection, rain gear, steel toed safety shoes, rain boots and respirators.
