To perform a variety of skilled and unskilled tasks in the repair, maintenance, and care of the Transfer Station facilities and grounds.
CORE COMPETENCIES:Maintains the grounds of the Transfer Station to ensure compliance with Texas Commission on Environmental Quality (TCEQ) regulations concerning litter control, and to ensure a well-kept neat appearance of the facility.
Cleans tunnel area after the loading of trailers to prevent windblown litter; picks up litter on the premises with priority to the fence line and entrance way; performs litter cleanup of the adjacent highway within two (2) mile radius as required; cleans, washes, and sweeps the hardstand areas on a scheduled basis; performs custodial services in the Transfer Station office and restroom as required.
Performs special care and maintenance of landscaped areas; performs reseeding, sodding, fertilizing, soil conditioning, watering, pest control, and weed control tasks on a routine schedule; mows grass and trims the edges on a routine schedule; prunes shrubs and plants; plants shrubs and flowers; keeps areas free of weeds and harmful insects or pests.
Operates and performs operator maintenance on equipment and tools, such as mowers, edger’s, weed eaters, blowers, pressure washers, power hand tools, and tractor.
Performs interior/exterior building maintenance such as painting, plumbing, carpentry, and other semi-skilled and unskilled trades work; performs improvement and minor construction projects as required.
Oversees the Citizen's Drop-off Site to ensure the proper segregation of recyclable or waste in the designated containers.
Maintains current skills and knowledge in the proper and safe techniques of buildings and grounds functions or tasks; serves as a member of various employee committees, as assigned; performs duties of scale attendant when necessary.
Adheres to safety precautions and regulations related to the operation of equipment; complies with all City and departmental safety rules, policies, and procedures; uses and wears personal protective equipment and clothing, and complies with safe working controls; reports all accidents or injuries to the supervisor immediately; completes reports as required.
Effectively works together to meet the needs of the community and City through superior customer service, commitment and integrity.
Adheres to assigned work schedule as outlined in the Department and City attendance policies and procedures; ensures all behaviors comply with the City’s Personnel Rules and Regulations; and complies with City of Killeen driving policy accordingly.
Performs other duties as assigned.
Education and Experience:
- Graduation from high school or equivalent, preferred.
- Six (6) months of general labor experience, preferred.
Knowledge, Skills and Abilities:
- Ability to understand and carry out written and oral instructions.
- Ability to perform operations safely;
- Knowledge of the proper procedures for operating, inspecting and maintaining assigned equipment and tools;
- Ability to perform heavy manual tasks for extended periods of time, often under adverse weather conditions;
- Ability to establish and maintain effective working relationships with employees, supervisors and the public;
- Ability to maintain regular and punctual attendance.
Special Requirements:
- Must have a valid Texas Class C license by date of hire;
- Must have the ability to obtain a waste screening certificate within one (1) year from date of hire.
Tools and Equipment UsedPickup truck, lawn and landscaping equipment, including tractors, mowers, sweepers, edger’s, weed trimmers, electric motors, pumps, sprinklers, miscellaneous hand and power tools for lawn maintenance, carpentry, painting, plumbing, and janitorial equipment; safety equipment as required.

While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions. The employee is occasionally exposed to risk of electrical shock.
The noise level in the work environment is usually loud.
