The Executive Director of Parks and Recreation oversees the Park and Recreation Department. The scope of the job includes the ability to perform a variety of complex and professional leadership and management duties. This position is responsible for managing several divisions, which provide community services for the City of Killeen. These management responsibilities include: Parks and Recreation, Aquatics, City and State Cemeteries, and Senior Services.

The City of Killeen participates in the Texas Municipal Retirement System (TMRS) at a 7% employee contribution rate with the municipal matching ration of 2:1. A comprehensive benefits package is also provided including a $3,000/year car allowance. ***The salary for this position is up to $150,000/annually.***

GENERAL PURPOSE

To perform a variety of complex and professional leadership and management duties. Responsible for managing several departments & divisions, which provide community services for the City of Killeen. These management responsibilities include Parks and Recreation, Aquatics, City Cemetery, Central Texas Veterans Cemetery, and Senior Services. 

SUPERVISION EXERCISED 

Exercises supervision of the employees in the Parks and Recreation Department.

CORE COMPETENCIES:

Manages and supervises assigned operations to achieve goals within available resources; plans and organizes reviews progress and directs changes as needed.

Gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed.

Provides professional advice to supervisors; makes presentations to supervisors, boards, commissions, civic groups and the general public.

Communicates official plans, policies and procedures to the Mayor and Council, staff and the general public.

Provides oversight and manages City Council appointed Senior Advisory Board, Youth Advisory Board, and Parks and Recreation Advisory Boards/Committees.

Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.

Determines work procedures, prepares work schedules, and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.

Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.

Maintains harmony among workers and resolves grievances. Performs or assists subordinates in performing duties; adjusts errors and complaints.

Prepares a variety of studies, reports and related information for decision-making purposes.

Administers and oversees the Stonecreek Golf Course Management Contract.

Administers and oversees the Central Texas Veterans Cemetery (CTVC) agreement, which includes supervision of the CTVC employees.

Reviews program areas, implements changes or new programs to meet recreational and other community service needs of the community.

Develops and implements policies, procedures and standards for efficient and effective operation and maintenance of department operations; assures compliance with established policies and procedures.

Promotes interest in Parks and Recreation programs through publicity, joint program brochures with various community groups, and public contacts; speaks before citizens groups, students and other organizations. 

Prepares a variety of reports and maintains necessary operating records. 

Supervises the control of, and is responsible for, all materials and supplies used in the maintenance, construction and repair of town parks. 

Prepares cost estimates to plan and provide for improvements in community service and oversees the Parks and Recreation Department Capital Improvement Project (CIP). 

Maintains liaison with other departments as well as state, local, and other public officials. 

Answers letters of inquiry and talks with visitors; addresses public and civic organizations, which will inform the public of policies, procedures and the availability of facilities for public use. 

Supervises and manages the planning of new community service facilities. 

Responsible for management direction of annual budget; solicits donated funds and records and handles receipts of money.

Prepares grant applications.

Coordinates department safety standards.

Serves as a member of various city employee committees, as assigned.

Assists staff in the performance of their duties as required.

Performs other duties as assigned.

REQUIRED MINIMUM QUALIFICATIONS
  1. Education and Experience:
  1. Graduation from an accredited four-year college or university with a degree in Recreation, Education, Physical education, Public Administration, or a related field, Master’s degree, preferred, and
  2. Five years of progressively responsible experience in Parks and Recreation, Aquatics, Cemetery, Volunteer, and Senior Services.
  3. Public sector experience, preferred.
SPECIAL REQUIREMENTS
  1. Must possess a valid driver's license or obtain one by date of hire.
  2. Must complete National Incident Management System (NIMS) training within first year of employment.

KNOWLEDGE, SKILLS AND ABILITIES:

  1. Considerable knowledge of the principles and practices of Parks and Recreation; 
  2. Thorough knowledge of equipment and facilities required in a comprehensive Parks and Recreation Program; 
  3. Extensive knowledge of the principles and practices of maintenance, construction, and use of public buildings and facilities; 
  4. Working knowledge of the principles and practices of office management, work organization and supervision;
  5. Skill in operation of listed tools and equipment;
  6. Ability to plan, organize, coordinate and implement a comprehensive Parks and Recreation Program; 
  7. Ability to coordinate, analyze, and utilize a variety of reports and records;
  8. Ability to communicate effectively, verbally and in writing;
  9. Ability to establish and maintain effective working relationships with employees, supervisors, other agencies, and the public;
  10. Maintains regular and punctual attendance.

Personal computer, including word processing software; motor vehicle; calculator; phone; copy and fax machine and other occupation-related business equipment as needed.
