Job Description

The Parks, Recreation, & Community Services Department is actively seeking a Pool Manager.

This is technical work at the working supervisor level in overseeing the daily operations of aquatic programs, ensuring safety of staff and patrons, and maintenance of facility swimming pools. The work requires the ability to supervise pool staff, knowledge of techniques, methods, procedures, and safety practices used to operate public swimming pools. Assigns, monitors, reviews and evaluates the work of subordinates. Contacts require skills in understanding, influencing and communicating with others, which are important in educating and explaining to the public aquatic programs and training of lifeguards. Work is semi-routine in that tasks are covered by somewhat diversified procedures and precedents, but some latitude is permitted to consider the most appropriate method, technique, or procedure to follow. The work is patterned involving similar situations and generally requiring only the choice of the correct procedure. The work is performed primarily on the deck of or in a swimming pool environment where there are some risks and hazards, but they are known, predictable and controllable. Operates motor vehicle, portable aquatic lift, automatic external defibulater, public address system, general aquatic program equipment such as portable swim platforms, and a computer and standard office equipment such as personal computers using word processing, spreadsheet, database, and other related software, peripheral and electronic devices, copiers, and calculators. Physical activity is moderate with extended periods of standing or walking and occasional lifting of objects up to 40 pounds and the body weight of individuals when assisting with rescue. Work is performed under general supervision where the work assignments are varied and, although subject to instructions and established work routines, the worker is permitted some latitude to set priorities subject to supervisor’s approval.

Examples of Work

  • Monitors and inspects sites, facility, equipment, and supplies to enforce compliance with safety and health regulations, identify hazards, and take corrective action.
  • Trains employees and others in lifeguarding, first aid and safety, and other aquatic related courses.
  • Assigns, monitors, reviews, and evaluates the work of pool staff.
  • Oversees and conducts aquatics programs, such as swimming classes, water safety, aqua aerobics, toddler swimming, junior lifeguard camp, etc.
  • Coordinates repairs and maintenance of facility public swimming pools and related equipment, as needed.
  • Prepares and maintains personnel and activity related records and reports.
  • Operates motor vehicle, equipment and tools necessary for lifeguard training and rescue, including minimal pool maintenance and standard office equipment.
  • Communicates clear direction, manages for results and leads organizational change.
  • Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing and motivating employees.
  • Demonstrates proficiency in the City of Jacksonville’s competencies.
  • Performs related work as required.

Knowledge, Skills and Abilities

  • Knowledge of techniques, methods, and practices used in supervising aquatic programs such as swimming classes, water safety, aqua aerobics, toddler swimming, junior lifeguard camp, etc.
  • Knowledge of the hazards and safety practices associated with the operation and maintenance of swimming pools and related equipment and supplies.
  • Knowledge of supervisory methods and practices.
  • Skill in conducting aquatic and safety classes.
  • Ability to train, assign, review, and evaluate the work of subordinate employees.
  • Ability to prepare and maintain records and reports.
  • Ability to operate equipment and tools necessary for lifeguard training and rescue, including minimal pool maintenance and standard office equipment including a computer, utilizing word processing and spreadsheet applications.
  • Ability to communicate orally and in writing.
  • Ability to enforce rules, regulations, policies and procedures pertaining to aquatic programs.
  • Ability to operate motor vehicles.

Open Requirements/Supplemental Information

  • A two-year combination of education and/or experience in aquatics programming or supervising lifeguards, which must include
  • One year of experience administering aquatics programs.
    • Experience may be substituted on the basis of one certification at a trainer instructor level relating to lifeguard for six months experience and non-trainer instructor level for three months experience.
  • Must pass background screening on a local, state and federal level as required by the State of Florida Children and Family Services.
LICENSING/CERTIFICATION/REGISTRATION:
  • Must possess and maintain certification by the American Red Cross in Lifeguard Training, Cardiopulmonary Resuscitation for the Professional Rescuer (CPR/PR), and First Aid or comparable certifications by a recognized organization in the field.
  • A valid driver’s license is required prior to appointment and must be maintained.
  • Must qualify for prior to appointment, obtain, and maintain during employment in this class a City of Jacksonville Certification as a Public Driver.
  • Preferred as an Aquatics Facility Operator (AFO).
OTHER REQUIREMENTS:
  • The probationary period for this class is twelve (12) months.
  • This classification performs safety-sensitive functions and is subject to pre-employment and random drug/alcohol testing programs as set forth in the City of Jacksonville’s Drug Free Workplace Policy (Directive 0401).
