The City of Hillsboro is currently hiring for a Water Treatment Plant Manager to manage the largest Water Treatment plant in the State of Oregon. Join our team and lead a high functioning group of individuals who operate and maintain our 85 MGD Water Treatment Plant! The City is a partner and the managing agency and water treatment plant operator for the Joint Water Commission, which serves over 450,000 customers in Washington County, Oregon. The Water Department is a partner and water treatment plant operator for the Willamette Water Supply System which is currently under construction.The The Water Treatment Plant (WTP) Manager will oversee total operations related to the WTP staff and budgets. Responsibilities include overseeing operation and maintenance of the WTP, including repair of water treatment equipment, facilities and systems; identifying resource needs; participating in the development of water goals and objectives; planning and participating in the most difficult duties related to maintenance, operation and repair; and assisting with budget development and tracking.This position requires a strategic thinker and technical leader. This manager must work well with others, yet be able to hold others accountable and ensure work is completed in a timely and effective manner. The work completed here impacts the safe drinking water for over 450,000 customers. The ideal candidate has a level 4 Water Certification; experience in both operations and maintenance; strong supervisory skills; and experience budgeting and promoting safe work practices Responsibilities includeSupervises staff; implements hiring, discipline and termination procedures; prioritizes and assigns work; conducts performance evaluations.Ensures staff is trained; ensures that employees follow policies and procedures; maintains a healthy and safe working environment.Provides supervision and oversight of the daily operations and maintenance of water systems, plant and equipment; ensures the provision of adequate, safe and potable water for community consumption and operates and maintains the system according to state and EPA rules, regulations, codes and policies.Serves as “Direct Responsible Charge” (DRC) for the Willamette Water Supply System WTP(s) and reports to the Oregon Health Authority; complies with all state requirements in completion of duties.Oversees the daily operations and maintenance of water treatment plants, raw water intake facilities, system storage facilities and related equipment.Monitors and performs adjustments to systems and equipment; administers quality control laboratory checks and flow rate adjustments; troubleshoots operational problems; maintains operational quality and water supply requirements.Traits for SuccessAbility to provide positive and effective customer serviceExperience overseeing the construction, operation and maintenance of water distribution systems and water treatment plantsSkill in Interpreting and applying applicable laws, codes, regulations and standardsStrong experience hiring, managing, monitoring, training and evaluating staff;A commitment to complying with work safety requirements and actively promoting safe work practicesAbility to identify issues and implement solutionsSkill to read, interpret and convey technical documents and presentationsExperience preparing budget and operational reports and presenting recommendationsAcceptable Experience and TrainingAssociate’s degree in related field and 6 years of experience in all phases of water treatment plant and /or construction/maintenance of municipal water systems and some supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.Licenses/CertificationsState of Oregon Water Treatment Level 4 certification or the ability to obtain within 6 months.State of Oregon Distribution Level 2 certification.
